As an Irish citizen of a Constitutional Republic - I am yet again appalled this morning by what I witnessed this Government do to the #Oireachtas in the making of #legislation - facilitated today by @smytho a Minister of State in #DECC from @greenparty_ie - details below👇
On 14 June in 2nd stage debate on a bill on #CircularEconomy & #Mining the Minister flagged in less than 6 lines of words - a major scope change to the bill for "essential amendments on Committee Stage in this House to address some urgent matters concerning energy capacity" BUT👇
17 days later the Government:
😡Had not briefed even informally the JOC HLGH responsible for Planning or the JOC Env & Climate Action responsible for the EPA on the changes
😡Had not ensured a copy of the amendments was on the Oireachtas website for today's debate on them

New issue! We have just released an #openaccess collection focused on new urban forestry approaches and concepts for city #planning.

The issue was edited by @Dr_alessiorusso and Francisco J. Escobedo and is available here: bit.ly/3t7xOjg

What has the issue found? 🧵👇
1/ One of the priorities for cities is to provide equal access to healthy #food & lifestyles.#Urban food forests can contribute, but + effort is needed to identify the most effective mosaics of “#green” land uses. bit.ly/3PNrhE3

@FAOForestry @sim1borelli @botanicaUGR
2/ The inclusion of edible species in urban forest stands can enhance nutrition and #wellbeing in the urban landscape, where food deserts are common. bit.ly/3GwWbfC

I see #NHSEx has published the slides from its @HDR_UK “Data Access & Discovery” event, charmingly subtitled “A Forest Through the TREs” - on YouTube, if you want to listen:

__
*I thought the phrase was “cannot see the forest for the TREs”, but hey...
Let’s take a look:

hdruk.ac.uk/wp-content/upl…

One reason we use the category term #TRE to refer to Trusted Research (or any other use) Environments that meet the #FiveSafes is that everyone wants to call their own TRE something different, so no-one really knows what they mean...
Call yours what you like (e.g. for @ONS it's their Secure Research Service) but if it only does four #Safes, or three Safes - and if it isn’t also #consensual and fully #transparent - then it's not a #trustworthy TRE...

"#USA, #Japan, #Germany, #France, the #UK, and Italy, and several developing countries, such as #China and #India, have obtained net domestic forest gains. The net forest gains made in these countries were partially offset by importing embodied deforestation from elsewhere"
"Our analysis addresses two main questions: (i) Which #deforestation hotspots are driven by which consumer countries? and (ii) Which forest ecosystems, tropical rain forests or other forest types are the top targets of global supply chains?"

"The research question underlying this paper is as follows: how can we conceptualize who are the different actors exercising #power in #transition, and what are the (shifting) #power relations between them?"
"In response to the lack of attention to #power and #politics (as outlined in the introduction), a number of authors have explicitly theorized the role of power in transitions."

Ever wondered what's the most impactful law case regarding the government's ability to regulate carbon emissions? Don’t worry I know the answer is yes. Follow this thread and you'll learn the ins and outs of the 2007 Supreme Court case Massachusetts v. EPA 👍 #law #planning
Way before the court case in 2007 Joe Mendelson, based at a D.C. environmental non-profit wondered how the government could be motivated to regulate carbon emissions
Mendelson came up with the idea that the Clean Air Act could be an avenue to propel the EPA to regulate carbon emissions coming from vehicles #bigbrain #sosmart

Finally, the #GoldacreReview is published! (During Parliamentary Easter holidays, mid-ping-pong on the #HealthAndCareBill...)

It's 221 pages - each PDF page is a double page spread - so this could be a lo-o-o-ong [Thread].

Here goes...
First point to note, in the Terms of Reference (p5), is that this is about "access to #NHSdata by #researchers, #commissioners, and #innovators" - i.e. #Planning and #CommercialReUse - so it is directly relevant to the operation of millions of people's #NationalDataOptOuts... Had a run of 3 good days, but just tried doing *some* of the things my lungs had allowed me to do over the weekend & over-did it by fixing the ball-cock in the toilet cistern! Lowered my guard; lungs are tight again (first time in 10 days) & I'm lightheaded. #PulmonaryEmbolism

Extraordinary scenes in Seanad on deeply flawed Horticultural #Peat Bill. On top of exemption from #planning , the bill stayed enforcement action & disregarded unlawful extraction & more putting us clearly in breach of EU law - key parts of their #PeatBill NOT highlighted🤔& 👇
- #Peatbill didn't even bother to provide properly for allocation of all the assessments required by EU law. Talk about giving #falsehope to those impacted by the successive failures! U simply can't stick ur head in the bog when it comes to EU law - at least u shouldn't but 😱👇
What @reginadoherty described as "a foolish legal action" tinyurl.com/2p8k59xr added insult to injury to our National Courts who rightly upheld the challenge . The #PeatBill added further insult and disregard to the EU Court of Justice's rulings.

Welcome back, George.

Now, about that "race-to-the-bottom" slashing of #data #protections...
...which, despite fine words about "maintaining high standards", is plainly the intent of @DCMS's proposed #DataProtection 'reforms':

...which include the intent to (re)define "#ScientificResearch" 🤔🤔🤔
Of course, we understand #TIGRR's "enthusiasm for #digital", its eye on the value of "highly #profitable consumer data", and frustration with the pesky #protections and #safeguards of #UKGDPR...

Another #CSPhD #PhDposition in @ERC_Research @Vetenskapsradet & @WASP_Research supported team to work on proj "Combining Path-finding Algorithms in Reactive Synthesis" at @cse_gbg in @chalmersuniv/@goteborgsuni. Some diffs from last thread... Apply here: chalmers.se/en/about-chalm….
#Reactivesynthesis is still like telling a robot what you would like it to do and automatically getting program for how to do it. Path-finding is a #planning technique used in navigation, movement, games, and more. We will work on combining these. Still theory and practice!
Still at the #FormalMethods unit, Computing Science division, and Computer Science and Engineering (CSE) department. In this project, you will be employed at Chalmers University of Technology (but I am employed at the university of Gothenburg). CSE PhD rules are almost the same.

Here's the thing, a short 🧵: yes siting is hard but it gets done for RTO-planned or state-procured Tx. Merchant crossing various states are fought - and they can threaten incumbent gen / utility business revenue; a lot of $0 MW renewable may not be great for the existing 🏭 1/8
So let's separate out the types of Tx: planning process intra-regional reliability Tx (gets sited but might take 5-9 yrs), state policy RFP Tx (seems similar, but can fail for bad design and utility competitor opposition in court and PUCs and funding community groups even) 2/8
Interregional #planning process Tx: not really happening, leaving a vaccum for merchant interregional Tx (again opposed by $$ interests on top of difficult to fund). There's not much to run into state siting from RTOs or Non-RTO NERC Tx planning entities working together 3/8

New report from @NAOorguk out today on Local Authorities and #NetZero, with some interesting findings, particularly on funding streams. A thread 👇
First, a few stats. Fully 91% of 333 authorities have now set some form of #NetZero target.

And 20-21 saw grant funding levels jump to £1.2B from just £74m in 19-20 -- though fragmented across 21 separate grant schemes. (2/n)
Lack of coordination is a theme:
❌ no overall expectations from central govt on local authority role in meeting Net Zero
❌ no clear set of responsibilities or view of how govt will work together
❌ no clear central goverment lead

➡️ first 2 recommendations focus on this (3/n):

#NFIB data says we are only in a #recovery, not an #economic expansion.
While the NFIB data doesn't get much #media attention, it should as it tells you much about what is really happening in the #economy.
realinvestmentadvice.com/macroview-nfib…
Reason I pay attention to #NFIB
Sept 2019 - Data rings alarm bells on #recession.
April 2020 - Data says recession arrived.
May 2020 - Data says #economic recovery not as strong as media suggests.

The secret sauce is to make decisions via #planning 🧠 Remember how AlphaGo by @DeepMind could plan moves and consistently win at Go? Turns out you can use similar #RL methods for HCI applications too📱💻
One such promising case is where UIs #adapt automatically to users 🔄 But what does a "win" even mean here? How could the system tell whether the decisions it is making are actually good?🤔

Great thread on #urban #Econ as a field and the ways it was pushed/evolved.

Similar to Penn’s RegSci PhD program. The #Regional #Planning program at @Illinois_Alma during the early 90’s all through the 2010’s was quite important in developing ties between disciplines ...
At some point you had people of all disciplines working together.. Geoff Hewings (my advisor) on InputOutput, TJ Kim on transportation, Luc Anselin and Anil Bera and Dan McMillen on spatial econometrics, Andrew Isserman, Kieran Donaghy, Lew Hopkins on rural, & urban planning ..
Out of @Illinois_Alma there was a great number of scholars that today are still working on these issues. We all grew from the amazing place that was the #REAL (Regional Economics Applications Laborarory) founded by Geoff and Philph initially in partnership with the Chicago Fed..

Why a WS on PRL? 1) Pure RL and Planning deal with different problems, but both have been looking into each other techniques for their own challenges. /3
