Some reflections on #SIF. When I was dFM DTrimble proposed fund for FMdFM "patronage" re projects especially "hotspots". I refused "riot-driven slush fund" & pointed to proper example of ExecutiveProgrammeFunds. Strongly believe NICS then would have resisted on due grounds too.
ExecProgFund allocations decided by Executive w NIAssembly scrutiny, encouraged innovation & cross-cutting, supported partnership, reached social need & channeled via relevant depts for accountability etc. Plan was to grow EPFs inc Social Inclusion/Community Regeneration Fund.
First DUP/SF budget 2008 abolished traces of EPFs saying not right model, money best in depts etc. (Also curbed Assembly annual budget role). But 2011 cobbled #SIF using some of rationale of EPFs but not budgetary governance, probity, alignment w equality/inclusion priorities.

Today is the deadline for DfE to provide a second internal review into this #RHI FOI request.

On both occasions this has taken the full 40 days (ICO state only for exceptional cases). On their response or non-response ICO progress action.

The request originally in December 2016 wasn’t responded to in the legal timeframe after multiple submissions by DfE to DUP Minister Simon Hamilton one marked “Urgent”. The Minister didn’t sign off. DfE after 1st internal review stated that it was in breach of regulations.
Andrew McCormick then released the information in the absence of a Minister in March 2017.
Moving forward to 2018. Andrew McCormick provided a DfE statement to the #RHI Inquiry in which it showed the department held more information than they stated in their March 2017 response.

I said I would make an #RHI themed "Unstoppable" movie poster in honour of Joseph Aiken and Donal Lunny. I couldn't find pictures of either which weren't screen grabbed from the RHI inquiry and even lower quality - this changed the meaning of this somewhat ... back September 4th!
It's probably a good thing as they may have sued me 🙄 this ranks up there with my other graphics failures such as Nolan embodying Sir Patrick. Once again apologies to all concerned ... even Arlene.
