#China is building #PLA naval facility in northern portiion of #Cambodia’s #Ream #NavalBase on the #Gulf of #Thailand. #PLAN
Back in 2019, #China signed an agreement allowing its armed forces to use a #Cambodian #NavalBase to boost its ability to project military power around the globe.
The deal allows #China to use the base for 30 years, with automatic renewals every 10 years after that. #China would be able to post military personnel, store weapons & berth warships. A #Chinese company is also constructing a very large airport very close to the Naval facility.

Now Out in Paperback! “#China Goes to #Sea: #Maritime Transformation in Comparative Historical Perspective”…

@NavalWarCollege @ChinaMaritime is proud to publish this new version w/ @NavalInstitute @USNIBooks!

Come for the #maps, stay for the #history...
Honored to have #JonathanSpence’s endorsement:

“The maritime #history of #China has long been a neglected field..China Goes to Sea bring[s] that knowledge-gap to an end..will be an indispensable companion to those readers seeking to understand where China’s navy may be heading.”
As European #naval powers & even the @USNavy struggle with ship numbers, #China has gone to #sea.

Represents the reversal of a great historical trend that began 600 years ago, when China withdrew from the seas & European naval expansion spread Western influence around the globe.

NEW: @DrLeeJones and my book, Fractured China: How State Transformation is Shaping China's Rise, is now out! Here is a 🧵 to explain what it is about. 1/…
Fractured China intervenes in the International Relations (and foreign policy) debate over whether China's rise will be a threat to the international order. China's international behaviour is sometimes revisionist and sometimes preserving the status-quo. 2/
IR and foreign policy analysis approaches struggle to explain this inconsistency because they treat China as a unitary actor in international politics. The debate has stalled and become speculative, turning on to claims about China will do or become in the future. 3/

This questions boils down to two other questions:
- What is STRATEGY?
- What is GRAND in "grand strategy"?
2⃣ The common definition of strategy in most dictionaries is that it is a PLAN. E.g., strategy is defined as a “carefully developed plan or method for achieving a goal” (Merriam-Webster) or a “plan of action or policy designed to achieve a major or overall aim” (Oxford).
3⃣ Plan is indeed the most popular meaning of the word “strategy.” However, it is utterly useless, even dangerous, for strategists. Why?

Recently, @simularity, a US-based geospatial #artificialintelligence company, published a report alleging fishermen's shits destroyed the #SouthChinaSea, based on chlorophyll a analysis.
Does its allegation hold the water? In fact, chlorophyll a is everywhere at sea.
To understand how chlorophyll a usually looks like in the sea, we start with @sentinel 2a satellite images.
Chlorophyll a can be seen everywhere on the sea surface, and chlorophyll a will accumulate around certain long-term suspended floating objects.
This phenomenon not only exists in the #SouthChinaSea, but can be seen everywhere in the world. As it's shown in the marine chlorophyll a distribution via Japan's Himawari satellite, the phenomenon also exists in the Philippine Sea and around the waters of the Philippines.

It’s equally outrageous that int'l experts can’t even speak w/ the scientists who did this work & that journalists from countries where so many have died from this totally avoidable catastrophe can’t ask Chinese scientists the most basic questions about their work & actions.

#China Is Building Entire Villages in Another Country’s Territory

Since 2015, a new network of roads, buildings & military outposts has been constructed deep in a sacred valley in #Bhutan

it openly violates China’s founding treaty with Bhutan.…
2) This involves a strategy that is more provocative than anything China has done on its land borders in the past.

The settlement of an entire area within another country goes far beyond the forward patrolling and occasional road-building that led to war with India in 1962.
3) By mirroring in the Himalayas the provocative tactics it has used in the #SouthChinaSea, Beijing is risking its relations with its neighbors, whose needs and interests it has always claimed to respect, and jeopardizing its reputation worldwide. Image

Very 👀 comments on the #SouthChinaSea by Jia Qingguo, a member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and professor and former dean of the School of International Studies at PKU:
2/ "A few years ago, a student and I did a study on how the US disposed of maritime rights and territorial disputes after World War II, and we found that the United States accepted four approaches: first, international arbitration; second, reach an agreement through negotiations;
3/ "third, give up individual islands that are not vital; and fourth, drop the dispute. The question is, why didn't the US use force to defend what it thought were its legitimate rights and interests?
