In May 2018, I did the thread below to draw attention to the fact that many States were not compliant with the requirements of the Pencom Act. I am afraid to say that nothing much has changed. Most Civil Servants in States will retire without a Pension. #StateOfStates #PensionNG
Out of 36 States, Only 4 (Lagos, Osun, Kaduna, Delta) & FCT have fully implemented all aspects of the Contributory Pension Scheme.
While 25 States have enacted laws on CPS, only 10 have registered workers with a PFA & remitting contributions. Some are in arrears

There is an entire GPZ (NE) that is almost 100% non compliant. The only thing 3 States (Adamawa, Gombe & Taraba) can point to as an achievement in 16 years since Pencom Act was passed is that they've enacted CPS law. No Pension Bureau, No CPS Remittance, No Actuarial evaluation.

Governor's for years have been using the FG as cover for their failure to perform. Many have done little in terms of IGR & infrastructure. Using the hashtag #StateOfStates, some of us have tried for years to educate people with data that'll help them ask their Governors questions
We have tried to educate people that Nigeria does not have a Federal Economy but a National Economy consisting of the Federal, State and LG. That our budget of income and expenditure should not be analysed solely on the basis of Federal Budget but also the State and the LG budget
That the budget for education, health & infrastructure of Nigeria is not that of the FG but the budget for education, health & infrastructure of the FG, State & LG. That the budget for revenue for Nigeria is not only that of the FG, but include that allocated to States, LG & IGR.

A previous graphic on the ability of states to meet their recurrent expenditure is hereby retracted.
According to Mr. Gabriel Okeowo, BudgIT’s CEO and Principal Lead, “No single metric, when isolated, provides a fair assessment of any state; and none of the tests we used evaluates state’s fiscals for insolvency.”

Per-capita IGR is as follows for the first four states Lagos ₦21.2K, FCT ₦11.6k, Ogun ₦11.3k, and Delta ₦7.1k.
Katsina, Kebbi, Borno, Yobe, and Zamfara all earn raised less than ₦1000 per person in IGR.

The analysis will focus on IGR, and FAAC at the state level, and distribution of revenue. Top and bottom states will be analyzed.
Reading the Geodata map - Light to dark blue is read from low to high value. We will explore the Internally Generated Revenue (IGR) %, Federation Account Allocation Committee (FAAC) fund, and total revenue (TR). To simply set the stage for future detailed analysis #StateOfStates
This is the continuation of the thread started yesterday about the #StateOfStates. We focused on debt yesterday (see below). Today, we will focus on revenue. As usual, analysis is by GPZ.

Total revenue (IGR + FAAC) accrued to States from 2011 - 2018 is N24 Trillion (24% - IGR, 76% - FAAC). Out of this amount, SS accounted for 30%, SW, 22%, NW 15%, NC 14%, NE 10% and SE 9%. The trajectory followed the rise and fall of oil prices. #StateOfStates

In the NC, while Niger State accounted for the highest revenue in the zone and also the highest in terms of FAAC, Kwara, accounted for the highest IGR. Of note however is that the IGR curve did not follow the same trajectory as FAAC and Total Rev. #StateOfStates

For the rest of this week, I will be doing threads on #StateOfStates. For context, it is important to note that more than 50% of Federal Revenue actually goes to States. So it is important to focus on them. The analysis will be from 2011 - 2018 based on Geo-Political Zone

In terms of GPZ, the SW accounts for the highest in terms of debt stock (Domestic Debt + External Debt), followed by the SS. In terms of percentage of increase, the NE had the biggest jump. #StateOfStates

NORTH CENTRAL
Plateau has the highest debt stock of N130 Billion while Kwara has the lowest with N56 Billion. In terms of percentage increase from 2011 to 2018, Nasarawa has the highest of 704% while FCT has the lowest of 14%. #StateOfStates

For those who care to know what the distribution of revenue to all tiers of government by the FAAC has been in 2018, I have taken the pain to consolidate the figures as at Oct 2018. (see Chart) When the Nov & Dec 2018 figures are released, I will update the chart. #StateOfStates
You will notice that out of the N7 Trillion distributed in 2018, the FG has only collected 41% of it while States have collected 26%, LG 20% and derivation takes 8%. In fact since LG and Derivation goes to States, we can effectively say that 53% has gone to States. #StateOfStates
The other thing we need to note is that out of the entire amount available for distribution (N7 Trillion), 2.5% was deducted as cost of collection/refund while 4% was transferred to the ECA. This means we're spending as much as we're saving in ECA to collect Rev. #StateOfStates
