Fudan Prof. Jian Junbo (简军波) discusses the European Union's #StrategicAutonomy, 🇪🇺-🇨🇳 relations in 2023 and provides his government with a few suggestions.

THREAD 🧵
🔹EU #StrategicAutonomy according to Jian:

1. Benefits the development of #EU-#China relations by freeing the EU from the influence of “third parties” (i.e. the US).

2. In line with China’s desire for a multipolar world order.

However...
3. EU strategic autonomy also has a strong anti-#China element to it.

📢 “It is a double-edged sword for 🇪🇺-🇨🇳 relations and is to a certain extent an important causal factor in the conflict over 'values' between China and Europe."

One year after #Russia's invasion of #Ukraine, Chinese experts assess the war's impact on 🇪🇺-🇨🇳 and 🇪🇺-🇺🇸relations and predict what may lie ahead.

Hint: Uncertainty prevails...

KEY TAKEAWAYS 🧵
sinification.substack.com/p/eu-china-rel…
1⃣ The #UkraineWar has hobbled the EU’s push for #StrategicAutonomy, but its desire to pursue this goal remains.

2⃣ The war has increased the EU’s dependence on and tilt towards the #UnitedStates. This trend is largely expected to continue.
3⃣ The war has accelerated the EU’s shift of emphasis to “competitor” and “rival” in its triadic “partner-competitor-rival” positioning on 🇨🇳.

4⃣ Beijing’s stance in the #UkraineRussiaWar has been misunderstood and has contributed to Europe’s growing antagonism towards Beijing.

The effect of the #UkraineRussiaWar on the EU's quest for #StrategicAutonomy according to CICIR analyst Zhang Jian.

🔹CICIR is one of #China's most influential think tanks with links to the 🇨🇳 Ministry of State Security.

EXCERPTS 🧵
🪧 What is EU #StrategicAutonomy?

According to Zhang at least, it means the #EU “breaking away from US control and gaining the power to make strategic decisions on its own.”
1⃣ “The crisis in #Ukraine has rendered the already unpromising prospects of the EU's strategic autonomy even bleaker.”

How is the #UkraineRussiaWar affecting the #EU's prospects? Its economy? Its place in the world?

▫️ Zhang Jian (张健): "It will further weaken the 🇪🇺's strength and int. influence and accelerate its marginalisation in the global geopolitical landscape."

sinification.substack.com/p/the-future-o…
🔹The author: Zhang Jian (张健) is the director of the Institute of European Studies at China Institutes of Contemporary International Relations (CICIR) – an influential think tank linked to China’s Ministry of State Security.

cicir.ac.cn/NEW/expert.htm…
🔹Some context: Zhang’s assessment is more pessimistic than some in China, but several of his arguments are in line with those made by other Chinese analysts: e.g. the negative impact that the #war has had on the EU’s quest for #StrategicAutonomy. This is bad news for #China.

Today @EmmanuelMacron presented the Military Planning Law. A 🧵on what he chose to emphasize regarding the strategic context and what this means for the model of the armed forces: no longer an expeditionary force but designed for #highintensity.

twitter.com/i/broadcasts/1…
1/ First, what is the Military Planning Law? It allocates the budget for the 🇫🇷 armed forces for usually 6 years. The one @EmmanuelMacron is to submit to the French Parliament is for the period 2024-2030 (while the ongoing one was from 2019 to 2025 but will be shorten by a year).
2/ In his speech, the president considers the efforts for the armed forces must match the dangers, which are "considerable."
The 2022 National Strategic Review offered already a strategic analysis and the challenges. The MPL is about meeting them

When #Russia invaded #Ukraine, again, the stakes became higher - & more starkly apparent.

Even for those of us who had followed the situation closely for years, this was a step change that needed a response at every level.

“I think our offer has led to an opening” 🇪🇺VP @TimmermansEU tells journalists as tough #COP27 negotiations go into overtime.

“But that offer was very clear. The #LossAndDamage fund should be targeted to the most vulnerable.”
“A positive result today is still in reach but we’re worried about some of the things we’ve seen and heard in the last 12 hours that might indicate a step back in ambition,” warns @TimmermansEU.

But “no deal is better than a bad deal” here at #COP27.
Flanked by EU energy and foreign ministers including @ABaerbock, @TimmermansEU tells journalists people are moving on both sides of the #LossAndDamage debate.

“But frankly I think we have done more moving than the other side.”

1/6🤦🏻‍♂️If true (still hop it's not) this would again wreck 🇩🇪 reputation for a domestic publicity stunt.
1️⃣🇷🇺 doesn't want to talk to 🇩🇪, their demands are addressed to 🇺🇸.
2️⃣ to change this 🇪🇺 would have to be structurally capable to act in the fields ... bild.de/bild-plus/poli…
2/6 ... 🇷🇺 is interested in dealing with like military support to 🇺🇦, strategic armaments, force posture in Europe. In all of this the #SPD is actually blocking 🇩🇪 from becoming an actor...
3️⃣ #Putin is not interested in Resets. He demands results, the ones 🇩🇪 can't deliver.
3/6 4️⃣ Unilateral outreach only undermines cohesion in 🇪🇺, especially if - as in this case - the exact objective of discussion is kept secret. See for corresponding attempts in the past. None of which produced results other than alienating allies in Brussels.

Bad news for Europe. Europe's military aerospace industry is losing the plot: more European countries (9 including 6 EU members) have placed orders for the F35 than for the Eurofighter (5), Rafale (3) or Gripen (3 of which 2 on lease). 420 F35 are on order in Europe...1/ brief🧵
...versus 487 Eurofighter, 332 Gripen and 216 Rafale. The non-European export record looks a bit brighter (242 Rafale to 5 countries vs 179 F35 to 4 countries). On the basis of public Norwegian data on the F35s life-cycle cost ($39.8 bn for 52 a/c), the European "subsidy" to...2/
...the US for the F35 is in excess of $ 320 billion (more than 1 year of European NATO defence spending and some 5 years of European defence acquisition spending). Interesting case of burden sharing. #StrategicAutonomy anyone? ./.

Anybody saying the GSA starting the @JoeBiden transition shows "the guardrails of American democracy are strong" is delusional.

It looks like we will make it to 20 January without US democracy collapsing. But Europeans need to remember how close we came.
"The problem with the plan—the thing that stopped it—wasn't so much the institutions. It's just that #Trump lost the election by too much to really pull his plan off,” notes @ChrislHayes.

Where would we be right now if it had come down to just one state?
What the US has just gone through has "revealed craters in the foundation of our democracy" says @JNelsonLDF.

"If we want to be a country based on the #RuleOfLaw, we need stronger laws. We can't rely on norms that can be disregarded when it's in someone's political interest".

New 🇫🇷🇩🇪 proposal for 🇪🇺 #COVID19 recovery published yesterday: This is an important & long-awaited step w/ several important proposals on #health, Recovery Fund, #GreenDeal & #Digital. This will help COM have political backing for ambitious proposal. /1 bundeskanzlerin.de/resource/blob/…
Some first thoughts:🇫🇷🇩🇪understanding is necessary, but not sufficient for European Council compromise. And it won't be a walk in the park: Expect opposition from "Frugals" (e.g. 🇦🇹 opposed to an increased #MFF & wants loans.) But positive signs: 🇮🇹 &🇪🇸 on board. /2
On #MFF: question whether 500 bn will be sufficient & how the fund will be used (who gets what, how & when?) - Devil is in the details. Interesting link between #GreenDeal & #Digital. Strong emphasis on #strategicautonomy & #sovereignty in #health is rather positive. /3

#Merkel spoke about the EU's response to #COVID19 & the priorities of the German Council Presidency this weekend. There were a few surprises. Could this potentially mean shift in German European policy after years of stagnation? Short THREAD bundeskanzlerin.de/bkin-de/mediat…
1/ The focus on European solidarity and cohesion could not be clearer & is a shift from a rather silent Germany beforehand: "Germany cannot be strong if others are not doing well"; "Some countries fear to be weakened from this crisis, while Germany is relatively well-off".
2/ While the German gov has always declared itself pro-EU integration, the clear words "we need more Europe" & "Europe should grow together during this crisis" takes another dimension in the current crisis.
