Those who enter Germany only have to be in quarantine for ten days from today. The time can also be shortened with a corresponding test certificate. There are also other exceptions for some professional groups.
As of today, the new quarantine rules apply to those entering from risk areas. The federal government has presented a model ordinance for this, which the federal states must now implement.
Especially with the exemptions from the quarantine obligation, there could be regional deviations. The Robert Koch Institute lists almost all countries bordering Germany as risk areas. The only exception is Denmark, whose border region with Germany is not yet a risk area.

This emerges from a draft law for a "third law for the protection of the population in an epidemic situation of national scope" reported on the news portal "ThePioneer". Specifically, Spahn's ministry is planning the following:
If you want to travel to Germany from a risk area, you can be obliged to provide the Robert Koch Institute (RKI) with information about your person and whereabouts ten days before and ten days after entry. For this purpose, a digital entry registration could be introduced.
