HHS has a grants rule explicitly protecting anyone receiving services from its grantees from discrimination. This includes discrimination based on sexual orientation & gender identity.
But in November 2019: HHS announced they would not enforce this rule.

HHS is mandated to serve some of the most vulnerable children and families in America, but instead it now favors grantees who want to turn away LGBTQ people.
