How do we avoid a tendency for policy/reform discussions to focus on just 1 or 2 “blocks” that slightly improve a part of the system but don’t address the underlying inequity?

In other words: How do we avoid just treating symptoms instead of treating the disease?

This is particularly relevant re: patient education.

A lot of energy could be spent on patient education alone without directly impacting how people lack access to affordable, reliable care to begin with.

We need to treat the disease, not just the symptoms
