ANOTHER #EndMandatoryMinimums tweet thread?! You’re DARN right it is?! We’ll stop when #VAGeneralAssembly ends them ALL—but in the meantime, nestle in (especially you @VAHouseDems) while we take you on a journey around the broad support the Repeal of Mand Mins has garnered. 1/13
Back in 2019, @GovernorVA said he was NOT going to sign anymore into law, adding, “imposing mandatory minimum sentences eliminates the discretion of judges and juries, and ties the hands of the individuals entrusted to make these important decisions.” washingtonpost.com/opinions/2019/… 2/13
The notorious Virginia Crime Commission—many of you out of state advocates have asked where you can get one (lol)—officially recommended in January of 2021, that VA Repeal ALL of Virginia’s Mandatory Minimum Sentences. ALL of them. ALL. vscc.virginia.gov/2021/VSCC%20Ma… 3/13

Good article from @nedoliver in the @MercuryVirginia today documents state legislators' proposals for civilian police review. But it shows how law enforcement will muddy the waters to try to prevent oversight. A quick #thread

Chesapeake chief Kelvin Wright opposes civilian boards with disciplinary powers. Not because they would fire bad officers - he worries boards "would be too lenient"! 2/ Image
But he's airing a particular gripe he has against a civilian grievance board reinstating a single officer. This is an HR/grievance issue with a cop he's tried to fire. It has NOTHING to do with civilian oversight

Flood of bill signings from @GovernorVA this weekend, due to 30-day deadline from end of session. Seems like a good time for a how-a-bill-becomes-a-law #ExecutiveBranch #thread !

#VAGovernor handles bills according to Article 5, Section 6 of VA Constitution (link below for fun #quarantine reading)

#VAConstitution lays out 2 deadlines (roughly) for #VAGovernor: 7 days if he gets the bill during legislative session, 30 days if he gets them after. We're now on 2nd deadline

#Election2019 for @VaGenAss is less than 2 weeks away. I have thoughts.

As I wrote for @RVAmag this week, I think #BlueWave is (probably) still cresting, with @vademocrats likely to take back #VAGeneralAssembly

Basic numbers still favor Dems by far. Dem fundraising is good, including record haul for @debrarodmanva; still getting tons of outside $$, as I told @vpm earlier this month

I still see a lot of calls for #Impeachment of @LGJustinFairfax , or even @GovernorVA , including @JamilSmith last week in @RollingStone . It's not going to happen, at least anytime soon. Here's why #thread 1/ Image
First of all, is what @LGJustinFairfax did even impeachable? Events happened long before he got into office, right? Well, VA Constitution defines offense as "malfeasance in office, corruption, neglect of duty, or other high crime or misdemeanor" law.lis.virginia.gov/constitution/a… 2/
What does this mean? Nothing and anything. The only true definition of an impeachable offense is that you were impeached for it. It's a political, not legal standard, and it is solely up to the legislative body with the power of impeachment 3/

I am seeing a lot of stuff about succession for #VAGovernor mess. Most of it is misleading. What's the order of succession if one or more resign? Well, it depends on timing, plus interpretation of #VAConstitution & other laws 1/12
If Northam resigns, the VA Constitution is fairly clear: he would be replaced by Lt Gov (currently Fairfax) for full term. 2/12 Image
What if Lt. Gov office is vacant when Gov resigns (say, if Lt Gov resigns too)? I've seen reports that Senate President Pro Tempore takes his place. This is currently Republican Senator Stephen Newman 3/12 senatornewman.com
