1. Japan's external security was taken care by America for 70 years. Japan grew fast when they had no govt sponsored army. Better efficiency. So as per your logic external security can be privatized. You just need to find a suitable candidate.

2 &3. Internal Security and law and order: Police and judiciary are one the most corrupt and inefficient institutions. There are many private security agencies. Why not privatise police and judiciary?

4. Civil amenities: US has negligible public health, transport, education. All is run by private sector. Anyway you know the condition of Indian govt schools and hospitals. Isn't it better to privatise them too? Banking is also a civil amenity, civil aviation, hotels too.
