Summarising some areas of concerns on #EIADraft2020.
1. Post facto Enviromental Clearance - This allows regularisation of projects started without prior EC on payment of fine.
The SC has repeatedly said that post facto EC is impermissible.

2. Relaxation for mining projects : In 2012, the SC held in 'Deepak Kumar' case that mining projects of even less than 5 hectares require prior EC. Attempts to dilute this subsequently were stopped by NGT. As per #EIADraft2020, mining projects less than 5Ha are in B2 category.
3. This means, there is no need for EC. They only need to take what is called a "Prior Environment Permission" which is easily obtainable, without Environment Impact Assessment, Public Consultation and scrutiny by Expert Appraisal Committee.

The notification proposes to allow projects that are operating illegally without environmental clearance to be turned into legal units by paying the prescribed penalty.

> any project that Govt categorises as strategic
> Construction projects upto 1.5L sq. m.
> Hydropower projects upto 25 MW

Over the last few weeks, you must have read a lot about why the #DraftEIA2020 is horrible for our environment. Today, I analyzed over 48,000 clearance proposals that were approved/pending approval by the @moefcc and here's a gist of the results: #WithdrawEIA2020
As you already know, environmental clearances are organized by the @moefcc as 'Environmental', 'Forests' and 'Wildlife'. I was ONLY able to obtain the 'Forest' associated clearances as an excel file and after cleaning of the data..
..you will see that the @moefcc has organized the data as pre-2014 and post-2014. One wonders why(?!), but let's dig into the KEY results, which should provide you some clarity.

An EIA process firstly exists to protect the environment from industries which would irreparably harm it.
However, the proposed draft EIA 2020 is being called by experts as a 'compilation of violations'.
It dilutes several existing rules and safeguards.
It lays a foundation favourable to industries, injurious to wildlife and public health.
How exactly? Here are some salient points.

They could be appraised, approved later and allowed to continue.
