This policy is not going to stop police from killing people. It should be obvious by now but let’s examine why, based on facts and data. (1/x)
First, most obviously, it does not even ban no-knock raids. It allows them under “exigent circumstances” which is a glaring loophole police will use to continue breaking into people’s homes unannounced. But even if that loophole were removed it’d still be problematic because…
It turns out most people killed during the execution of search warrants are killed after police knock, wait and *then* kill people anyway. In other words, after they follow what this new “policy” would require. For example…

THIS JUST IN: My latest for @RollingStone on #AmirLocke and how right now, continuing the failed efforts to “fix” policing in America feels insane, what’s needed is radical and systemic change.

Writing & researching on the failures of police reform has changed my entire perspective on it. In order to believe in police reform, you have to trust the police.

You literally have to believe they want to change, reflect, and do better.

Everything they've done say otherwise.
At this point, I now see police reform as a huge grift that is all about trying to control the public's rightful rage against the police state -- and tamper down any imagination for something better and more accountable.

Here are some facts about no-knock raids from the data that’s available. A thread. (1/x)
First, data on police raids is extremely limited. Nobody knows how many raids there are, no-knock or otherwise. Like other forms of police violence, there’s no national database. Surveys of police suggest 20,000-60,000 raids/year. But the data isn’t public and over a decade old.
From the data on *fatal* police raids we’ve gathered at mappingpoliceviolence.us, at least 106 civilians have been killed in police raids executing search warrants from 2013-22. At least 31 were no-knock raids. That’s an undercount - police don’t always disclose details publicly.

NEW: Judge Cahill’s No-Knock Warrant Led to MPD Execution of Amir Locke

The judge who presided over Derek Chauvin’s #GeorgeFloyd murder signed an evidentiary search warrant to aid an investigation which amounted to a death sentence for Amir Locke. Image
Minneapolis city leadership previously promised to cease this dangerous practice. After reviewing Cahill’s record, activists say it reveals “a disturbing pattern.” Last week Mpls PD requested a no-knock warrant in a case where Amir Locke’s family claims it was unnecessary

i am floating on the depth of Black love and joy I’ve been experiencing honoring Black history—

while simultaneously being gutted by the further traumatization of ceaseless acts anti-Black viligiant and state-sanctioned violence.
the duality of these experiences are just part of the reality of being Black in America.

one minute you’re walking in the power, love, and joy of being Black, and the next your being sucker punched by the news of another Black life stolen. #AmirLocke
you are whiplashed back into consciousness of all the violent colonial, capitalist, patriarchal, white supremacist systems and structures to which you are largely powerless.

The city has released body camera footage from yesterday's police killing of #AmirLocke during a no-knock warrant. Video shows police entering & kicking a couch that Locke was sleeping on. Locke rolled over & grabbed a gun & was killed. [CONTENT WARNING]
The video released tonight by the city of Minneapolis has been processed to blur the faces of MPD officers. It shows the killing of #AmirLocke from one angle among several that should exist if the body cameras were all working correctly.
In #AmirLocke's last moments he was bundled in a blanked on the couch - another MPD officer to the immediate right and one in the kitchen may reveal different details if their body cameras were active.

Most of this has already been said many, many times, and by more qualified people. Either in reaction to the killing of #AmirLocke, or in the past. But it bears repeating.
Police lie. When they cannot lie, they obfuscate. When they cannot obfuscate, they remain silent. This also applies to their elected champions, such as @MayorFrey.
Police kill. Whether it is the intention of the individual officer or not, police are trained and armed to use deadly force against civilians. They will do so, given the chance.
