A carbon market system that allows secrecy, downgraded the rights of indigenous peoples, and will permit fake carbon credits to potentially be counted twice.
*BUT* thanks to the UN High Level Expert Group on Net Zero there will be more scrutiny than ever on carbon markets. The dodgy system set up here won't be given an easy ride, that's for sure.

Some improvements and changes. There is a signal that emissions reductions that can be double counted shouldn't be used as carbon credits/offsets. But it's only a signal.

First of all let's remind ourselves what #Article6 is and why it matters:

These are the rules about how carbon markets will work - how countries can trade efforts to cut emissions with each other.
Article 6.2 - rules for two countries trading with each other.

Article 6.4 - a market for countries to trade with each other, or for credits to be used for "other purposes" (more on this later)

Avoided emissions - claiming some emissions that would have happened now won't (e.g. that forest over there was going to be cut down, now it won't - devilishly hard to prove) - back on table.

This zombie concept won't die & is bad news for integrity of carbon markets

Countries can label information on carbon credits "confidential". There were hopes they wouldn't be allowed to do so.

They just have to explain why.

This could make carbon credits black box & shrouded in secrecy - we man not know how much climate good/harm they do

In Article 6.4 avoided emissions also back on table.

No rules on removals (whether carbon taken out of atmosphere stays out) - supervisory body is asked to go away and come back with recommendations on these.

On my way to #COP27 & during my stopover in London tuning in to follow the ongoing discussions of the #Article6.4 Mechanism Supervisory Body (read #CarbonMarket), where members are discussing methodologies for the mechanism & some of its activities: unfccc-events.azureedge.net/Article64third…. A 🧵
#NoOffsets: For the #Article6.4 mechanism to have any positive contributions to enhancing #ClimateAmbition, it must be clear that "credits" generated cannot be used for offsets. You cannot offset your way to 1.5C. #NoOffsets
Critically, members are discussing the potential for "removal" activities, but removals are not reductions and come with considerable risks for #HumanRights, reversals (i.e. when wildfires subsequently destroy a forest), etc.

(3/17) Globally, we've had since the 1800s to understand commodity #markets. #CarbonTrading didn't start until 1997 when 180 countries signed the #KyotoProtocol. With it — 4 types of #carboncredits were created: AAU, RMU, ERU and CER.

Many, many experts already discussing the success or failure of #COP26, but on mitigation I must say that the overall progress since mid-2015 has been far beyond my expectations six years ago: bit.ly/CAT_Global2021 (1/n)
First of all, back in 2015 I (either too pessimistic on UNFCCC negotiations or just not a visionary…) didn’t believe that ‘1.5°C’ could at all make it to the #ParisAgreement, which is now even more firmly cemented in the Glasgow Climate Pact (2/n)
Most major emitters now pledged long-term #netzero – even India by 2070 (only 20 years after EU, JPN and USA!) However hollow these pledges may be at this moment, I consider them to be sth like ‘substantive ratification’ of the #ParisAgreement. (3/n)

A 🧵on #Article6 as #COP26 wraps up.

A6 is the #ParisAgreement’s engine of international cooperation. It’s vital because countries can cut emissions faster & deeper together than on their own.

The decision is not perfect; no text is. But overall it's a step forward. Here’s why.
First, a glossary:

ITMO=“internationally transferred mitigation outcome” (btw 2 Parties)
6.4ER=emission reduction under new UN crediting mechanism
CORSIA=Carbon Offsetting and Reduction Scheme for International Aviation
CA=“corresponding adjustment" to prevent double counting
1/ The guidance has strong provisions against double counting of emissions reductions—the most important safeguard of integrity.

It requires CAs for *all* ITMOs (incl. 6.4ERs) that are authorized for use toward NDCs or “other international mitigation purposes” (including CORSIA)

The new version of #Article6 has been published this morning. Some 🔑 points:
1⃣ overall the text looks stronger and could avoid some of the worst risks of double counting

#COP26
2⃣ But it doesn't completely prevent countries/companies from gaming system, continuing to pollute while using carbon credits that may provide no real climate benefit
3⃣ The hand of some countries (Japan/US) can be seen, eg in resistance to funds going to dvng country adaptation
4⃣ But all of it is in "square brackets", meaning none of it is agreed

⚡️ Reminder: Article 6 is all about how countries collaborate on emissions cuts and potentially swap/trade those efforts with one another, or even sell the credits to companies.

Watching #cop26 side event with @CDP @wbcsd and @wef "Transform to Net Zero: Accelerating Non-Party Stakeholder Action to 1.5C"
Host: hard to anticipate how many sectors and players are now committed to net zero, including many thought 'hard to abate', and many Science Based Targets too. But have to be underpinned by near term goals including supply chains.
Host: And address residual emissions - will hear from @Microsoft and negative emissions commitment.

Our rough estimate is maybe 1% of corporate targets include elements around climate justice, and that's an area for action.

Watching Climate Change Authority event at #cop26 on "Establishing a regional carbon bubble in the Indo-Pacific", chaired by CCA chair Grant King.
First up: PNG - climate emergency calls for a regional climate bubble. 55% of tropical rainforests have been lost via logging and development. CO2 is at 414ppm. 500 not far off unless we do something.
PNG: countries in our region must address this. Glad Australia leading with Japan and Korea. Sure Indonesia, Philippines, Vietnam, Malaysia will talk seriously to no long emit, but preserve.

#Article6 Contact Group of SBSTA at #cop26 is now getting underway.
Chair runs through the items for consideration - third iteration of texts on 6.2, 6.4, 6.8.
Reviews progress through the week, building on work since Madrid in 2019.
Appreciates no time to coordinate or analyse since text just out. Imperfect, needs refinement.
Chair: but should represent progress. Over to cofacilitators to run through the changes.
