Here are my 8 key implications arising from a first scan of the #AugarReview:
1 - although commissioned by Theresa May, it’s fate lies with her successor
2 - is there political consensus to implement the findings? I don’t see a Parliamentary majority to reduce fees... (1/4)
3 - will the prospect of £7.5k fees, lead to a spike in applicant deferrals (causing a challenge for universities)
4 - a significant cut in funding to the majority of courses will surely lead to a drop in quality. Is this the legacy that Augar really wants to deliver?

5 - although appealing, will it be understood that primary beneficiaries of reduction in headline fee £9250 to £7500 will be wealthiest graduates?
6 - threshold reduction for repayment (£25k to £23k) will have a more adverse effect on grads than any other recommendation. (3/4)

The #AugarReview is out today. I haven’t finished reading it, but here are some first impressions.

There’s much to praise. It’s measured and well argued, but ultimately it won’t solve the problem of post-18 education funding.

The return of maintenance grants is the biggest positive, intended to end inquity of the poorest students graduating with the highest debts. #AugarReview
The reduction of fees to £7.5k is not enough to achieve anything positive for students. Anyone put off by £9,250 isn’t going to see it as a bargain and it will benefit only the graduates who earn most and won’t repay for as long #AugarReview

I have to say, I'm loving the Augar Review. It's a terrific read (all 216 pages) - lots of insightful analysis (with historical context) and some ultra-thoughtfully crafted recommendations. Here are some stand outs for me:
In England, only 4% of 25 yos have Level 4/5 as highest qualification - compared to nearly 30% holding Level 3 or Level 6. Augar nails this system fault-line with proposal for 'Lifelong Learning Allowance' based on 30 credit funded credits to be built up as and when relevant
This has the potential to reverse the decline in PT and mature students of HE - good for @OpenUniversity @BirkbeckUoL FECs and others; traditional universities incentivised to think differently about three-year school-leaver model
