The Commission proposal is an excellent starting point, but I see room for improvement in several areas.

@EU_Commission presented its #ownresources proposal today. It lays out 3 new revenue streams to:
- repay EU debt #NextGenerationEU
- finance the #SocialClimateFund

First things first. 3 proposed new revenue streams are:
- 25% ETS (1+2) revenues: ~12.5b/y
- 75% CBAM revenues: ~0.8b/y
- 15% residual profits from large, profitable multinational enterprises: ~2.5-4b/y

On #CBAM, this was obviously expected; still disappointing. Many (including @e3g) argue that revenues should flow back to vulnerable #LDCs through adaptation and mitigation finance.

President Macron speaking now outlining his intentions for France’s presidency of the Council of the EU, which starts 1 January.
Macron says he wants to set up a decision-making body for the Schengen Area like the Eurogroup for the Eurozone.

It would take decisions on emergency actions and Frontex missions at EU borders (a step toward EU external border management).
Macron says the suspension of EU budgetary rules for the pandemic needs to end, and EU states need to get back to convergence.

But “we can’t pretend like nothing’s happened”. Budget rules should be less stringent (a long time French ask).

The #CBAM proposal was released almost 3 months ago. Various aspects of the proposal have been already discussed: impact on economy, int'l trade patterns, compatibility w/ WTO & Paris Agreement.

I’d like to highlight here a number of less discussed issues. (thread)
At the outset, let me point out that two main issues that in my view will determine the future of #CBAM in the Council and the Parliament have been somewhat discussed in the media, but in an insufficient and highly distorted way: free ETS allowances and export competitiveness. /1
Free allowances are an emotional issue. I won't focus on them here: I will address them separately in a few days. But I would like to emphasize that these two issues are insufficiently analyzed and the public discussion on them is distorted, so expect major surprises. /2

First, let me just note that nothing I write below should be taken as my attempt to question Mr. Bacchus' interpretation of WTO law. He is a legend of WTO. Twice the chairman of WTO Appellate Body. An expert and authority like no other. Hats off. /1
To make a long story short, Mr. Bacchus notes four potential problems with CBAM. He sees potential violations of the following clauses of the GATT:
- art. I (Most Favored Nation);
- art. II (bound tariffs);
- art. III (national treatment); and
- art. XX (exceptions).

After the release of the @EU_Commission's #CBAM proposal, Dem Congressmen Coons & Peters tabled a US CBA bill proposal that is so flawed that if adopted could irreparably poison transatlantic cooperation on carbon leakage & CC mitigation 🧵
In contrast to @toddntucker’s more than charitable reading of the Dem proposal, I argue that the bill

1⃣would do close to nothing to combat carbon leakage
2⃣would not stand the slightest chance of surviving the WTO legal test

3⃣has only two objectives: 1st, to protect US industry from fair import competition and, 2nd, to deter the EU from adopting its CBAM proposal as it stands;
4⃣deflects attention from a politically controversial piece of US policy homework: the adoption of a US price for carbon.

Thread: Following today's #FitFor55 package, here's my initial analysis of the #EUETS revision proposal. Long story short: It becomes more difficult to pollute, but sustainable frontrunners are still disadvantaged compared to laggards.
#EUETS target: Increased to -61% by 2030 compared to 2005, which covers industry + power + intra EU aviation and maritime. This is taken from last year's 2030 #ClimateTargetPlan (see pic), which implies that the target for stationary installations (industry/power) is only -64%
Big plus: #EUETS Linear Reduction Factor almost doubled to 4.2% as of 2024 + one-off reduction ("rebasing") of 119 mln allowances. Leads to a big 15%-POINT cut in free allowances (FA). This LRF was a huge battle in the previous reform, so hope it stays.

Good 1: that’s a massive policy push to transform #EUGreenDeal promises into concrete actions to change our ways of life. @FransTimmermans recognises this will be “bloody hard”, but righly underlines that our future depends on it.
Good 2: Creation of the Social Climate Fund that we @DelorsInstitute have been calling for years. This Fund should start as of 2025 with EU budget, and could invest up to 70Bn€ from 2025 to 2032 to finance national plans to ensure social justice in the transition. #EnergyPoverty

President @VonDerLeyen unveiling #FitFor55 climate package now.

It is the largest single batch of legislation to stop climate change proposed by any government anywhere, designed to update EU laws to meet the new 2030 emissions reduction target of 55% (raised from 40%).
That EU 2030 target was raised in December, motivated partly by the #FridaysForFuture climate protests.

But for the past 6 months there have been many questions about how the new target will be met.

2/ Um was geht es:
Bei den #Klimazielen geht es um 55% Emissionsreduktion bis 2030, THG-Neutralität bis 2050 und netto-negativ danach. Den Ramen bildet der #EUGreenDeal, der eine umfassende Transformation inklusive einer #JustTransition beschreibt
3/ Das größte Paket ist sicherlich das rund um die Revision des #EUETS. Im #EUETS soll der Schiffsverkehr einbezogen werden und die #MSR angepasst werden. Weiterhin soll es einen neuen separaten "adjacent ETS" #ETS2 für Gebäude und Straßenverkehr geben, der 2025 starten soll.

First, CBAM will first apply to 4 pre-selected sectors., listed in Annex I These are - for the time being - electricity, fertilizer inputs plus some selected fertilizers, cement, many iron & steel products, plus aluminum 1/n
Cant speak for other products, but for fertilizers, the list is clearly too short. Main inputs (ammonia + nitric acid) and only two finished products: urea and some ammonium nitrate. 2/n

From now on there’s barely a business case for reinvestments into coal-based blast furnaces.
