A little context here for non-WV folks: this took place in an area commonly referred to as the Chemical Valley. You might know it from the 2014 Freedom Industries/Elk River chemical spill, which happened about 12 miles from where this plant is located. wvgazettemail.com/news/special_r…

"All we can tell you is if you live in that area shelter in place," Kanawha County Commissioner Kent Carper told MetroNews.
Carper said the explosion and fire involved chlorine and started with a barge, possibly offloading.
