Confused about the #ClimateBill furore? Understandable! Will @EamonRyan amendment this evening address the concern arising from the amendments rushed in during the Seanad stage last week? No IMHO. Why? Respectfully I can only describe it as a red herring fix on a v dodgy powers.
The amendments Government made at the last minute in Seanad allow for the establishment of a parallel accounting system & rules devised at the discretion of Gov in regulations, which will govern the all important carbon budget which is at the heart of the framework in the bill.
U know this runs the risk here in Ireland of the rules being influenced by sectors who will argue for dodgy unscientifically proven rules & ways of calculating what they have done & have yet to do on GHGs,in ways which are NOT consistent with the UNFCCC approach. So Safeguards?🤔

Let's start domestically: On Mon the NSW Government @Matt_KeanMP kicked off the week with a 12GW #renewables & 2GW storage by 2030 announcement, backed by a policy mechanism & transmission. The most significant RE policy since @MrKRudd expanded the RET energy.nsw.gov.au/government-and…
Then on Tuesday the Tasmanian Parliament passed their 200% #renewables target through the lower house of their parliament. This is truly world-leading. No jurisdiction in the world that I can find has set a 200% #renewables target.

Thread: Ireland's #ClimateBill amendments are finally published with a press conference taking place on @RTENewsNow momentarily. Having painstakingly cross referenced this Bill with the original 2015 Low Carbon Development Bill, my initial thoughts 👇

Four big changes...
1. The good news – New Bill leads w/ much more ambitious 2050 target (climate neutrality) legislated for AHEAD of EU’s own plans to raise climate ambition. In legal terms, this puts IRK in climate leader category instead of laggard (on paper anyway).
2. Carbon budgets – Three 5-year carbon budgets set a national cap on emissions w/ a “decarbonisation range” for each sector within that budget set by the Minister, a process which is very clearly elaborated in the Bill.
