Today marks 22 years since Amadou Diallo was killed by NYPD in a hail of 41 bullets.

His mom Kadiatou Diallo is still a key leader in NYC's police accountability movement.

NYPD murder of Amadou sparked organizing, litigation & movement-building w-lasting impacts in NYC todayđŸ§”
Founding members of @changethenypd organized together b4 & after Amadou Diallo was killed by NYPD, incl folks from @MXGMNyc @watchthecops @audrelorde @caaav + more.

Groups like @FIERCENYC & @DesisRisingUp were born in the wake of direct action organizing after Amadou was killed.
The big fedl stop & frisk litigation (Floyd) came out of litigation grassroots groups like @MXGMNyc @watchthecops @audrelorde (guided by the late Richie Perez) created in response to the NYPD murder of Amadou. Floyd was possible bc of the Daniels lawsuit.

Hi, hello. Are you angry that City Council failed #DefundNYPD? Me too. But! I have good news. 35 out of 51 Members are term limited at end of next year. Let me introduce you to some progressives of color running for their seats, who could really use your support (thread):
First a note: there will be more to come! It’s early days, & some haven’t setup/announced campaigns yet. But all the below have active donation links & there is a big fundraising deadline July 11. Your $ could help them qualify for 8-1 matching funds from the City! That’s big.
Brandon West @westforcouncil: District 39/BK (now Brad Lander). Brandon is a policy wonk who deeply understands the budget, currently works on national voting rights issues, and has been heavily involved in #DefundNYPD and #OccupyCityHall. westforcouncil.com

đŸ§”: Today, the narrative has been that Black folks aren’t out here leading in the work—and specifically on #NYCBudgetJustice. Here are 10 Black folks whose organizing & leadership have paved the way for all the “new folks” to follow (in no particular order)...
1. @AnthoninePierre at @BKMovement, who has built a grassroots movement in central Brooklyn & has been unapologetically leading us to true transformation. Anthonine has been LITERALLY EVERYWHERE since the pandemic broke. If you know, you know.
2. @Jawanza of @VOCALNewYork, who has led #OccupyCityHall night after night without fear.

3. @Kassandra_Fred, who for 10+ yrs has led the movement to end the drug war at @DPA_NY & now nationally at @DrugPolicyOrg (talking about marijuana reform way before y’all were hip to it).

As lead up to tomorrow's NYC budget vote, we want to remind everyone that when we say #DefundPolice we also mean #DefundDAs. Here are 8 reasons why:

[THREAD 1/10]
#1 DAs are the top law enforcement official in any given local government. They work with the police to criminalize and punish people. i.e. prosecutors *are* cops. Less policing must inherently mean fewer prosecutors and less prosecution #DefundDAs #DefundNYPD 2/10
#2 Prosecution cannot address the violence of policing. Calls for the prosecution of cops as a way to bring justice is misguided because it's asking the same system that caused the harm in the first place to also address it. 3/10

Important victory for rank and file educators ❀❀ Thank you comrades

“Tonight my union voted to get cops off CUNY campuses and for the AFL-CIO parent union to disaffiliate with cop unions!! This would not have happened without Rank and File Action.
RAFA activists created the resolution, the PSC took out the union bit out, RAFA activists put it back in, it passed overwhelmingly. I am very proud đŸ€©âœšđŸ’‹đŸ‘šâ€âœˆïžâŒ#policefreeschools #policefreeunions #defundNYPD” —Boyda Josa

No time rn so fast thread bc some folks being a lil too quick to celebrate as if there's been some fundamental change at the NYPD

1) This announcement is smoke & mirrors, meant to demobilize the HUGE movement against police violence. Make no mistake, this isn't a "seismic shift"
2) Deja vu: NYPD has played this exact move b4. In 2002 as part of Daniels (lawsuit filed after NYPD murder of Amadou Diallo..filed by grps that founded @changethenypd), NYPD disbanded Street Crimes Unit -unit doing most stops at the time. SCU later ->> current anti-crime unit
3) Fundamental change was promised then too...

What happened: Instead of SCU doing majority of stops all NYPD started doing many more unconstitutional/abusive stops leading to nearly 700K reported stops in 2011. Rebranded "anti-crime" units just as brutal & lawless as SCU was

Damning screen grab from the video below, detailing how NYPD and @NYCDHS conduct the cruel "street sweeps" of homeless New Yorkers.

During "sweeps," people are forced out of their location and often have their belongings discarded.

Let's break this pic down in a short thread đŸ§”
If this is the first time you're hearing about the "sweeps," we'd recommend you read this article by @akashvmehta @Gothamist.

"The police arrive at about 9 a.m, flanked by outreach and Sanitation workers forming a team of around a dozen city employees."

gothamist.com/news/despite-c

Okay, back to the photo.

"Street Conditions Identified" & "CCTV/Self-initiated" likely refer to areas that the NYPD has identified for a sweep.

These are typically driven by NIMBYists, but any time someone sets up a structure, even a cardboard box, it can lead to a sweep.

As we continue to work to #DefundNYPD, we want to take a moment to list some of the cruel, racist, and counterproductive ways in which @NYCMayor uses the NYPD to target homeless NYers.

Let's start with the Joint Command Center. Video below.

đŸ§”: (1/x)

Last November, @NYCMayor rolled out a plan called "The "Journey Home." Through this plan, he created the Joint Command Center. He also tripled the size of NYPD’s Homeless Outreach Unit, investing $9.5 million per year for 79 new staff and $1.1 million for vehicles and equipment.
The Joint Command Center and the Homeless Outreach Unit have led to an increase in cruel street sweeps, which @CDCgov explicitly advises against. Story by @akashvmehta @Gothamist.

1/ This thread will be a VERY sobering analysis of some of the $billions (and $trillions, when pensions are included) that go solely to the #police--not including fire departments & other emergency management divisions of municipal budgets. @alex_zee @NigelJaquiss
2/ I've been saying for many years that over-militarized #police departments cripple #cities' budgets at BEST--and are brutal & racist at worst. NYPD's annual budget: $5 billion!! @NYCMayor’s proposed $24M cut is well under *1/200th* of the budget.
3/ New York City spends more on policing (possibly $6B/year, in fact!) than it does on the Departments of Health, Homeless Services, Housing Preservation and Development, and Youth and Community Development *combined*.

Spending some time with the City of Houston and HPD's budgets, policies, etc to look at where funding is being allocated for FY 2021 and came up with this visualization (shout out to the #DefundNYPD folks).
I looked at the FY21 budget as well as the combined actual budgets from FY14-19 and the numbers only differ slightly. HPD has an annual budget of about *$1 billion* divided up as shown here. With another 34M coming from Special Revenue Fund(s).
To make the comparisons in the first graphic, I looked through the city budget to find unexpected groupings of programs like combining Youth & Fam Services in the Neighborhoods budget w/ Children & Fam Services and Public Health Infrastructure in the Health Dept.
