2) All union government personnel should be trained in Hindi and those who cannot learn Hindi should be penalised. A colossal Hindi training programme for transacting all business is envisaged.
3) The domination of Hindi is not limited to administrative work of the union government, but even banks and PSUs should all be converted to Hindi. Banks are subjected to inspections to ensure that they are Hindi-compliant.
