Govt introducing a bill In the Parliament, The Criminal Laws (Amendment) Bill, 2021. It criminalises "false" claim of #EnforcedDisappearance with 5 years imprisonment. Your claim shall be deemed "false" if you're not able to prove it in court of law. (Contd)

The bill makes the perpetrators unaccountable. Govt is obviously twisting it and claiming this a bill to "address" #EnforcedDisappearances. Clearly a lie. Parliamentarians must not be deceived by the title. Read it before voting it.

The proposed law will make the victims of #EnforcedDisappearance as criminals, who could be sentenced for 5 years if they fail to prove their claim of a disappeared loved one at the hands of government law enforcing agencies.

Report of OHCHR investigation on SL(2015):By 2006, Karuna Group (KG) operated from Welikanda Army camp, alongside/on behalf of SLA & SLN intel ops, conducting ‘white van’ arrests & unlawful killings refworld.org/pdfid/55ffb1d0…
2/Presence of KG camps in vicinity of SLA camps & in a few instances within SLA camps, for eg close by headquarters of the Sri Lanka Army 23rd Division in Welikanda, show that SLA was fully aware of their presence & abductions by KG couldn’t easily have gone unnoticed by SLA.
3/In 1 case in 2006, persons believed to be from KG reportedly seen abducting young ppl in vicinity of SLA camp. SLA who were present didn’t intervene to prevent incident. Afterwards, vehicles passed thru army/police checkpoints, without being stopped, to govt detention centres.

In the latest @UNHumanRights letter to #India, 9 UN Special Rapporteurs have raised concern over the widespread human rights violations in #Kashmir, especially #enforceddisappearances #extrajudicialkillings and #torture. Excerpts from the letter are below:
UN SR's have raised concern over sudden closure of the SHRC in Oct 2019 which has left the people of the region with limited legal recourse to seek justice for potential human-rights violations committed against them including enforced disappearances, extrajudicial killings etc.
UN Special Rapporteur's have said that the closure of SHRC has created uncertainty as to how the pending cases will be treated.

1. On 2nd July 2018 I was released after 7 months of abduction by #MI
It's been two years, life has changed dramatically. I have a lovely wife and a beautiful daughter. During those 7 months I never imagined I would ever see sun. Those 7 dark months still haunt me and it may take
another life to process that time. I was picked up on false allegations and then released by saying we don't found you guilty. It's that easy for them to ruin one's life. My beloved ones were unaware of me being alive. Today when I see families of #MissingPersons I can't think
about anything else. I was asked to appear in front of the commission of inquiry on #EnforcedDisappearances after my release. Its a toothless commission where all the officials are from #IntelligenceAgencies which are actually behind #EnforcedDisappearances
I wish and pray for..
