In this paper, we:
1⃣ build a 50pg moment by moment chronology from outbreak to pandemic
2⃣ identify & analyze 5 key phases of events
3⃣map actions against IHR obligations under international law
4⃣propose 5 key areas for #GlobalHealthLaw reform, inc. IHR & #PandemicTreaty

Call for a pandemic treaty appears in an op-ed by @eucopresident together with 25+ heads of state & @DrTedros in March. They invoke need to improve inter alia "data-sharing, research, and...production of medical and public health counter measures" who.int/news-room/comm…
Note the *idea* is not new - many academics and experts have previously called for int'l laws on at least some aspects of global health (see more recently @haiknikogosian & @IlonaKickbusch bmj.com/content/372/bm…). March op-ed however marks first significant high-level support
