1/ A few quick notes on Trump's desperate move today to suspend most non-immigrant labor visas, starting with this:

It's a proclamation, not an executive order.

Is there a difference? Not really! Does it matter? No. Trump sure does love his proclamations though!
2/ First, the suspension of new immigrant visas (the basis for greencards) from April is extended, bc nothing says "we love immigrants, so long as they do it the right way!" like slamming the door on the "right way" for people who have already been waiting for months, if not yrs
3/ This thing is in effect until the end of 2020, at which point the administration is delusionally "assuming the conclusion of the economic contraction" even as we're facing down the barrel of a second wave, record mass unemployment, and an economy in freefall

Wherein @itscaitlinhd & @mirjordan illuminate the subtle difference between two types of anti-immigration advocates...

1/

nytimes.com/2020/04/21/us/…
First up: Sara Blackwell (@4US_Workers), an attorney who is focused like a laser on alleged abuses of the #H1B program for skilled guest workers.

Sara has a point: Why isn't Trump going after #H1Bs in his new executive order? I think he's just not that into this issue...

Next up: Dan Stein, head of the full-on xenophobic group FAIR, who uses ghoulish economic arguments to justify deep anti-immigrant animus.

A fatal pandemic puts tens of millions out of work & this guy is still preaching the glories of "an acute labor shortage"?

It's natural to see this headline from @NickMiroff & @jdawsey1 & just laugh. But there's more going on here than the usual Mulvaney-bufoonery.

Why is he praising legal #immigration while presiding over its dismantling?

Partly it's emotional need...

@NickMiroff @jdawsey1 Mulvaney's in a room full of business-minded fellow-elites, I presume. He wants to signal he's one of them, someone who understands that #immigration is good for the economy, not some fire-breathing restrictionist ideologue.

He wants to be loved.

But it's also strategic…
2/
@NickMiroff @jdawsey1 Here's the White House election-year #immigration messaging strategy:

a) We love LEGAL immigration!

b) We just want it to be "merit-based." Jared is totally working on a plan with Congress.

c) Merit merit merit legal legal legal we're not monsters.

1) That ignores that #HR392 has a transition period to prevent this from happening, 2) US would still get the exact same diversity of immigrants, but wait times would be equal, 3) if you don't want other nationalities to wait, raise the overall caps!
HR392 institutes the fairest possible EB immigration system: first come, first served. It doesn't increase legal immigration at all, meaning that opposition to it is based on an aversion to having "too many" of certain *types* of immigrants. This is worse than nativism.
Unless you favor discriminating against Indians, the only reason to oppose getting rid of the EB per country limits is that you want a dysfunctional system for #H1Bs. You want people to give up and leave the country. We know this is Cissna's goal.

The House GOP demands in exchange for DACA an endless list of extreme demands but the worst part is that their bill isn’t even a real solution for Dreamers. Its provisions show the GOP isn't willing to accept them as Americans, at most just criminals on parole. Here’s why:
It offers DACA recipients a “nonimmigrant” status. Unlike “immigrants,” nonimmigrants are admitted for a temporary period for a specific purpose and without any pathway to citizenship. Right off the bat, we know House GOP isn’t thinking of Dreamers as a permanent part of America
The bill protects the smallest possible group of Dreamers—only those who are currently in DACA at the time of enactment may even apply under the higher evidentiary standard. DACA was an act of prosecutorial discretion for a narrow subset of Dreamers who needed work authorization
