1881 ರಲ್ಲಿ ದಿವಾನ್ ರಂಗಾಚಾರ್ಲು ಅವರು ಪ್ರಜಾಪ್ರತಿನಿಧಿ ಸಭೆ ಸ್ಥಾಪಿಸಿದ್ದರೂ ಎಲ್ಲರೂ ಸರ್ಕಾರದಿಂದ ನೇಮಿತರಾಗಿದ್ದರು. ಮುಂದೆ ಪ್ರಜಾಪ್ರಭುತ್ವ ಪದ್ಧತಿಯಲ್ಲಿ ವಿಶ್ವಾಸ ತಾಳಿದ್ದ ಪ್ರಗತಿಪರರಾದ
ವಿಶ್ವೇಶ್ವರಯ್ಯನವರು ಪ್ರತಿನಿಧಿಗಳಿಗೆ
ಹೆಚ್ಚು ಅಧಿಕಾರ ಕೊಡಲು ಆಡಳಿತದಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುವಂತೆ ಮಾಡಲು ಬಯಸಿದರು.

ನಿಮಗೇನು ಬೇಕು,ಎಷ್ಟು ಅಧಿಕಾರ ಬೇಕು ಎಂದು ಚರ್ಚಿಸಿ ಸಭೆಯ ಸಂಖ್ಯಾಬಲ ಪ್ರತಿನಿಧಿಗಳನ್ನು ಆರಿಸುವ ಅಧಿಕಾರವ್ಯಾಪ್ತಿ ಹೊಣೆ ವಹಿಸಿಕೊಡುವ ದಿಟ್ಟ ಹೆಜ್ಜೆ ಇಟ್ಟರು.ಆದಾಯ ವೆಚ್ಚದ ವಿಮರ್ಶೆ ನಡೆಸುವ ಅಧಿಕಾರ ಸಭೆಗೆ ದೊರೆಯಿತು.ಬಹುತೇಕ ಸದಸ್ಯರಿಗೆ ಇಂಗ್ಲಿಷ್ ಗೊತ್ತಿರಲಿಲ್ಲ ಆದ್ದರಿಂದ ಪ್ರತಿಗಳು ಕನ್ನಡದಲ್ಲಿ ಮುದ್ರಿತ ವಾಗುವಂತೆ ಮಾಡಿದರು.

These gates were employed to raise the flood supply level of storage in the reservoir to the highest level likely to be attained without causing any damage to the dam. #HappyEngineersDay 2/n
Based on the success of these gates, the same was installed at the Tigra Dam in Gwalior & the Krishna Raja Sagara (KRS) Dam in Mandya/Mysore, Karnataka.
