The IRR is a multilateral treaty that forms an instrument of @ITU, an inter-governmental @UN agency. The changes are expected to intensify development of broadband services & new mobile-satellite services. NZ will not occur new legal obligations if the amendments are ratified.
The changes to the IRR seek to provide:
• Additional allocation of some frequency banks to radio communication services
• Improved procedures for coordination of radio services, and
• More appropriate operational parameters for licensing
