Around the world #IndustrialPolicy is back on policy agendas, but analysis of these policies is limited by a lack of cross-comparable data. We're looking to address this gap through our #OECD Quantifying Industrial Strategies (QuIS) project. A short 🧵on what we're doing 👇 1/7 
The QuIS project defines Industrial Policy as direct support extended by the public sector to businesses & aimed at 1⃣ promoting investment, 2⃣ improving competitiveness, or 3⃣ structurally increasing economic development. 2/7
Our methodology to measure & categorise industrial policy expenditures is based on this definition. This is a crucial step towards our goal of gathering and providing the data necessary to compare Industrial Strategies across but also within countries. 3/7

Instead of perpetuating the geo-imaginary of Western liberal democracy vs. Chinese authoritarianism, we situate the p-2008 expansion of state capitalism in China as part of the worldwide response to the crisis of global capitalism (over-production, excess liquidity, slow growth)
Focusing on the NWSS as an assemblage of discourses, policies, and practices, we show how it builds on/departs from the old socialist whole state system. We argue that the Chinese state is not monolithic, unchanging, and culturally essentialist.

They have unilaterally published a policy document without engaging

Given that we are in a deep economic crisis, this Treasury unilateralism is highly irresponsible, as broad engagement on the *nature of the problem* is critical to coming up with *appropriate solutions*. But it now emerges that such engagement was totally absent.
