An enormous appeal by @raghu_venugopal on @metromorning for city councillors to respond to the 24/7 need for shelter in the form of respite centres. Ppl should not have to be on TTC, in ER rooms just for warmth. He cites the long history of city council motions.....2

We are at 99.5 - 100% 'regular' shelter capacity with no surge capacity. Note: 'warming' centre open/closing doesn't deal with year long shelter need. Something is drastically wrong.....4
