Of course, that claim is complete BS. Corporations like Kellogg's are fighting to be able to continue to mislead the public about the healthiness of their ultra-processed, pesticide-laced, GMO junk food-like products coated with GMO sugar, which are anything but healthy.
The proposed FDA rule mandates that foods labeled as healthy must contain a major food group — such as dairy, fruits, or whole grains — and must fit certain limits on saturated fat, sodium, and added sugars.

Junk food multi-buys are well-known to encourage unnecessary unplanned purchases & therefore ⬆️spending.

The Govt’s own figures show they increase the amount of food purchased by 22%. Allowing retailers to continue to use them won’t help with the cost of living crisis [3/6]

2) Optimization is the favorite word for many people, governments or corporation, looking that input and output are "well" used, while everything extra is a "waste" or what is better called redundancy..which end up beign way better for the unkonws (as @paulportesi would stated).
3) This happens everywhere, beign even pathological, specially when not all risk are created equal, some will look at easy to spot risks, but the most terrible and common in our modern times, are the silent ones.
