In 2006 the Supreme Court in 'Prakash Singh' found that recommendations made by 8 reports of the National Police Commission as far back as 1977 + the SC's concern about indiscriminate use of police power in 'Maneka Gandhi' in 1978 had all been ignored by successive govts.
The SC in 2006 called for a model Police Act and asked for the setting up of a Police Complaints Authority for greater police accountability.
Most states have set this up belatedly and ensured it remains toothless.

My first case as a junior lawyer was seeking compensation for custodial death. The post mortem report was crystal clear on the boot marks all over the body of the deceased. Case of the Police was liver failure since deceased was alcoholic. #JusticeForJayarajandBennicks
Deceased was lodged in prison for five years so obviously no access to alcohol. It was plain bull shit. My senior entrusted me to argue the matter as it was open & shut case. There were SC precedents on such cases. The Madras HC Judge heard me for 5 mins.
Did not even bother to hear the state side of the story. Matter dismissed. I stressed about the SC judgements & he had the audacity to smirk & say go on an appeal.

Glad we are angry about police excesses today. But we also look away - or actively cheer - when the police takes the law in their own hands, in cases where we disagree with or dislike the people they are beating up.
Isn't that what empowers some of them to always exert power?

If we turn into online mobs and celebrate videos of police beating up people - no matter how much we disagree with them - we are shunning the judiciary & dismissing human rights.
