📣 Ahead of tonight’s big speech: I have no idea if he’ll give an update on ACA enrollment, but if he does, I’m guessing he’ll announce over 1.0 million ADDITIONAL exchange enrollees via HealthCare.Gov alone since the relaunched enrollment period started on 2/15.
According to @JStein_WaPo, it sounds like Biden will be proposing $200B to make the expanded #ACA subsidies permanent, but no other major healthcare provisions *at the moment*. This actually makes more sense than you may think given this poll: acasignups.net/21/04/27/huh-s…
Having said that, the WH resistance to going bigger in healthcare *at the moment* seems to center around passing #HR3 to pay for other stuff, which is fiercely opposed by #PhRMA.

EXAMPLE 1: A single 26-yr old living by themselves will save up to $123/mo on avg...and if they earn less than $19K/yr, they're eligible for a FREE #SecretPlatinum plan (technically it's Silver, but w/generous cost-sharing subsidies making it the equivalent of Platinum).
EXAMPLE 2: A single 40-yr old will again save up to $1,480/yr on avg., and again, can get a #SecretPlatinum plan either for FREE (if they earn up to $19K/yr) or for as little as $43/mo if they earn up to $25.5k/yr:

In light of the just-expanded #ACA subsidies *and* the pending SCOTUS decision on the fate of the ACA due to the zeroing out of the mandate penalty, a reminder:

During the 2008 primaries between Obama & Clinton, *she* was the one arguing that an individual mandate penalty was necessary to prevent adverse selection, while Obama argued that if the coverage was affordable enough, a mandate wouldn't be necessary. This was a MAJOR flashpoint.
In the end, Obama won the nomination & Presidency...but when the #ACA was signed, it included an individual mandate penalty after all...but the subsidies weren't nearly generous enough for many people.

📣 For those wondering, re. @LaurenUnderwood's example of a family of four saving $8,000/year in premiums: It's actually conceivable that a family earning slightly more than the current subsidy cut-off (around $105,000/yr) could save as much as $24,000/year. That's not a typo. 1/
The actual current income threshold for a family of 4 is a bit higher than the $100K figure she mentioned (it's $104,800 this year, $106,000 in 2022), but otherwise she's actually *understating* the potential savings by using a rough national average. 2/
ON AVERAGE NATIONALLY, a 40-yr old couple with 2 children age 12 & 10 earning $105K this year would save $610/month or $7,300/year.

In Lapeer County, MI the same family would save $4,600/yr.

📣 @USCBO releases 10-yr cost estimate of @WaysMeansCmte portion of #AmRescuePlan, including the first official estimates of how much #HR369 might cost & how much it might boost #ACA enrollment:

At first glance, the CBO makes it look like #KillTheCliff / #UpTheSubs would cost $34.2 billion & would boost on-exchange enrollment by 1.7 million people.

HOWEVER, a closer look reveals it's a lot more complicated than that:
1. The $34.2B is over 10 yrs...but really only 4 yrs (2021 - 2024), since the subsidy expansion would only be for 2 yrs (for now), plus lingering impact for another 2.

2. Only one of those includes a full 12-month period of the #HR369 APTC formula being in effect, for $14B.

Currently, #ACA enrollees pay between 2-10% of their income in premiums up to 400% of the federal poverty line (FPL)...but if you earn more than that (around $51K/yr if you're single; around $105K/yr for a family of four), you receive *no* assistance & have to pay full price. 3/

This is something I've caught some heat from other healthcare advocates over.

I *hate* #ShortAssPlans & would prefer to ban them...but only *after* we #KillTheCliff & beef up the APTC formula. Until then they're a necessary evil, though they should be strongly discouraged.
ACA plans are affordable for those earning up to 200% FPL & for most earning 200-400% FPL, but are unaffordable for many earning >400% FPL due to the subsidy cut-off.

#ShortAssPlans suck, but until the 400% cut-off is removed, they're a kinda/sorta viable option for those folks.
The ACTUAL solution is to #KillTheCliff, which @HouseDemocrats did in July & which is a core provision of #BidenCare...@dylanlscott's point is that if killing the 400% cut-off isn't doable, #ShortAssPlans may continue to be a necessary evil for some people.

Opening statement by GOP ranking member @RepGuthrie; needless to say he's gushing with praise for Verma. As I explained yesterday, the "4% drop in premiums" for 2020 is a) misleading and b) is basically just a correction of carriers overestimating costs in 2017 & 2018.

See how the big manilla section in the middle has shrunk? Those are the 2.25 million unsubsidized enrollees (+250K unsubsidized on-exchange) who've dropped out of #ACA plans over the past 2 years as premiums have shot up. 2/
Avg. premiums jumped around 23% in 2017 & nearly 28% in 2018. The 2017 hikes were largely due to the federal #ACA reinsurance program sunsetting (it's since been reinstated in nearly a dozen states), but the 2018 hikes are mostly due *directly* to Trump Admin policies. 3/
