Today is a landmark day for #ClimateLitigation, for #HumanRights & for #ClimateJustice.

For the 1st time, the @ECHR_CEDH is holding two public hearings in #Climate cases.

CIEL's @duycks is in Strasbourg 🇫🇷 attending the hearings, follow him for updates from the ground.

A🧵👇
What are these climate cases?

@KlimaSeniorin, @DamienCAREME & @Y4CJ_ are calling on the court to hold States accountable for not doing enough to protect their citizens from the impacts of climate change.
These are unprecedented hearings because the European Court of Human Rights will
👉 Address the duty of states to reduce greenhouse gas emissions,
👉 Clarify the link between #HumanRights and the climate crisis,
👉 Clarify States' obligations to #ActOnClimate.

The 1st #LossAndDamage Transitional Committee (TC1) negotiations are in full swing in Luxor 🇪🇬.

Check out what happened in the first 24h of talks:

Here's a recap of our key demands for policymakers on how the future #LossAndDamageFund should work👇
States at #TC1 must focus on:
▪️Urgently get the #LossAndDamageFund up & running
▪️Center the Fund's design, scope & functions in #HumanRights.

That's the only path forward to quickly provide effective remedy to communities whose rights have been harmed by the #ClimateCrisis.
The #LossAndDamageFund must:
1⃣Address economic & non-economic #LossAndDamage from sudden & slow climate impacts
2⃣Guarantee effective remedy for frontline communities
3⃣Provide rights-based, needs-based & gender-responsive finance that is directly accessible to communities.

This week, CIEL's Senior Campaigner @lienvandamme is in Luxor 🇪🇬 to attend the first meeting of the Transitional Committee (#TC1) of the #LossAndDamageFund.

Follow the live stream:

Here's a 🧵 on what #TC1 is about and why it matters👇 Image
At the climate talks #COP27, States agreed to:
1⃣ Create new funding arrangements to address the impacts of #ClimateChange in vulnerable countries, incl. a #LossAndDamageFund
2⃣ Establish a Transitional Committee that will meet throughout 2023 to decide the details of this fund. Image
No actual money has yet been pledged 💸 & yet – the decision at #COP28 to create a #LossAndDamageFund is a crucial 1st step towards a #ClimateJustice future in which communities are fairly compensated for the losses they are suffering due to a crisis they had no role in creating. Image

2/13. The #AR6 Synthesis Report and it's Summary for Policymakers will condense all of the scientific evidence from the reports of the @IPCC_CH working group's and all special reports published between 2018 and 2022.
3/13. For example the @IPCC_CH #AR6 Working Group II report made the following key points on #LossAndDamage very clear:

1⃣Human-induced #ClimateChange has already caused #LossAndDamage to both nature and people;

A massive week @CroakeyNews on climate with #HEAL2022 and #HealthyCOP27 stories, #VicVotesHealth2022, #TwitterResistance and more.

In case you missed them, following is a thread of articles from this week's bulletin...
This week's quotable comes from the ICYMI column compiled by @MelissaSweetDr

A lot happened at #COP27 which will make the base for future #Climate negotiations. If the rifts deepen, expect a v bleak scenario with of course no 1.5 degree goal or saving principles of #equity and #cbdr. Here's a compilation of @htTweets stories on #COP27 in sequence
In a first in UN Climate negotiations, #LossandDamagefunding put on the official agenda of #COP27

In the spirit of stubborn optimism, I'm crowdsourcing a list of COP-firsts.

#COP27 was far from perfect (and that's an understatement!) but some pretty incredible things did happen for the first time ever (please add!)
🧵
Another first in the #LossAndDamage realm: #COP27 agreed to set up the #SantiagoNetwork on L&D

It will provide a match-making service between countries suffering from loss and damage and those organisations that can support them to respond.

As #COP27 draws to a close, time to reflect on the process and outcomes from a human rights perspective:

1) Despite historic decision on #LossAndDamageFund, governments failed to commit to a phase out of all fossil fuels--inevitably leading to more devastating rights impacts.
2) #COP27 once again shows governments’ collective failure to treat the climate crisis as what it is: a human rights crisis.

3) One of the main ways to incentivize governments to deliver more ambitious climate policies is public pressure. But during #COP27 climate activists have been subjected to intimidation, harassment and surveillance: ohchr.org/en/press-relea…

Here is my #COP27 assessment.

First thing first, COP27 has done what no other COP has achieved & created a loss & damage fund to support the impacted communities of climate change. Vulnerable countries have been calling for since the 1992 Rio Earth Summit
As the #WorldCup starts today, it's a fitting moment to quote the Three Lions England football song, after 30 years of hurt, #LossAndDamageFund has finally come home on African soil here in Egypt.
At the beginning of these talks, loss & damage was not even on the agenda and now we are making history. It just shows that this UN process can achieve results, and that the world can recognise the plight of the vulnerable must not be treated as a political football.

Endgame time at #COP27 when all the dirty tricks come out. An omen: conference logistics have been extended through Sunday night. And the major expected deliverable, #LossAndDamageFinance, is going to blow the whole thing up… 🧵

cnbc.com/2022/11/04/cop…
The response from the global north has been to try and fob off the united global south demand for loss & damage finance, with some bullshit called the "Global Shield"
European countries are already (re)directing money into the Shield, preempting the call here at #COP27 for an actual fund for loss and damage
