In 1969 Tolkien sold the film rights of The Hobbit/LotR & was given a choice of ART (creative control) or CASH (more of it.) He chose CASH. After ~12 film/TV adaptations, the family obviously regretted this decision. So in 2017, the Tolkien Estate, which represents the family, /1
made a deal with Amazon for both LOTSA CASH and CREATIVE CONTROL. Since Christopher Tolkien (who died in 2020) famously disliked the PJ films, they did not want PJ involved. Simon Tolkien is now working with #ROP showrunners to produce an adaptation that is acceptable to them. /2
Tolkien's quotes about adaptations are often taken out of context. He was "personally averse to dramatizations" but still authorized a BBC radio play (which he disliked) and a children's musical play (which he liked when it used his words and disliked when it didn't), and even /3

The monument first appears in the ‘Book of Lost Tales’, written c. 1916-18, where it is named
‘the Hill of Death’, is described as the ‘greatest cairn in the world’, and it is made
by the sons of Feanor, who arrive late and find their kin slaughtered (Lost Tales I: 241). 2/11 Image
It reappears in ‘The Lay of the Children of Húrin’, composed c. 1920-25, where it is now described as a ‘mighty mound’, but this time Túrin passes by some time after its construction, so it evokes past memories and acquires a sacred aura.

VF: "They were selling the rights to the Appendices that outlined...the Second Age of Middle-earth, along with any references to that...in The Lord of the Rings" and "The Tolkien estate also wanted input into the direction of the series." 1/5
None of UT, S or HoMe (or other writings). But with the Estate involved, the showrunners could ask to use a detail (like the map of Númenor) and the Estate might grant or deny on a case by case basis, without ever giving carte blanche. 2/5
The scope of what license the Estate was shopping - TV rights to the Second Age as mentioned solely in the Lord of the Rings and Appendices, is extremely small (in the grand scheme of Tolkien's Legendarium). The show is tightly constrained from straying wider. 3/5
