Water electrolysis was discovered in the 1790’s but it took Gramme to invent a cheap way of making hydrogen in 1869.
It is fascinating to see Jules Verne recognise its potential as a source of sustainable fuel in his story: « hydrogen and oxygen […] used in isolation or together will provide a sustainable source of heat and light of a density unattainable by coal ». p. 422

He has not worked the volume and electricity levels required out, I suspect (nor the infrastructure), or he was using 1875 energy level demands, but it is very interesting nonetheless. We are contemplating (again) an idea first formulated 150 years ago.
