1/10 The majority of Germans during Hitler were not active Nazis. They just went with it, so as to not risk their own material (and what they thought emotional) wellbeing.
2/ Active Nazis were a sizeable minority. Those people, that have no moral compass, that feel no shame in harming others, probably exist in any society. A healthy society keeps them in check. They might not even know they would become Nazis, given the "right" circumstances.
3/ Even given the "opportunity", most of these people won't really "enjoy" harming others. They will justify before themselves that it "has to be done" to achieve a "greater end".
