Opening the debate @CommonsJustice chair @neill_bob explains #IPP sentences were abolished in 2012 mainly because “far more people fell within the scope of the scheme than had been the political intention”, but Govt “did not deal with those who were already serving sentences”2/44
“621 of those prisoners are at least 10 years over their tariff and 222 of those received a tariff of less than two years” @neill_bob reveals – “five times longer than the index sentence that … the judge who heard the facts thought was the appropriate tariff for the offence”3/44

This means:
🚫Giles must stop pay-only probation
🚫The county can’t collect $ from people who need gov. assistance or are indigent
🚫Giles must recall outstanding misdemeanor probation warrants
🚫 Limits enforcement of drug tests & other harsh conditions.

In 2018 we challenged Giles County’s unconstitutional private probation system and its contracts with outside companies. The companies made all of their money from the fees paid by people on misdemeanor #probation.

First, procurement is already strained by factors including poor supplier-purchaser relationships and bad contracting 📜

Second, with the renationalisation of some services going ahead, procurement spend will be higher as both transition costs and direct spend will increase (something I've written about before with @G4S and #probation)

1/ This was a terrible idea and seemingly every academic and practitioner in probation thought so. The marketisation was meant to use a "Payment by Results" system similar to another of Grayling's Greatest Hits, The Work Programme...
2/ CRC owners would be paid under on the basis of reductions in reconviction (which ≠ reoffending, but anyway...). They started 2 pilots for this 'payment by results' approach (notably at Doncaster prison) but they had poor results and weren't really finished before TR began
