In the estate I used to live in, we prioritized security and the environment. So residents agreed to bill themselves heavily to achieve this. The result was evident. The estate was secure and the environment was clean. You could take a walk in the evening and breath in fresh air.
Some new tenants moved into the neighborhood and complained about the high fees. They wanted the fees reduced or they opt out. I remember asking them a simple question? Why did you move here? The answer was simple. They moved here because of the security and the environment.
Truth is, the estate was attractive to the new tenants because the old residents had collectively decided to live within a certain standard & bear the cost of maintaining those standards. It is only fair that the newbies contribute their fair share to maintaining those standards.
