Our report helps uncover how that fear has manifested on the ground, including among groups not technically targeted by the rule: lawful permanent residents, U.S. citizens, and exempted humanitarian groups like crime and trafficking survivors.

These families would *not* be penalized by the #PublicCharge rule, even if it were the law of the land (which it's not, and won't be until mid-2019 at the earliest). But Americans are needlessly suffering anyway, because fear reigns. Does @DHSgov consider that a bug or a feature?
