Rathinam Kamalaharan who was working for the Civil Security Division (CSD) was arrested in July 2020 under #PTA and released in April 2022 on bail. He has to go to court twice a month and sign on last Sunday of month. He obtained a loan of Rs 650,000 in Jan 2020.

2/He has 3 children under the age of 10. His family struggled to meet basic needs while he was in prison. Even though out on bail he can’t return to CSD & has difficulty finding other work. Crt has ordered them to pay back loan with interest, which they don’t have ability to.
3/He is likely to lose his land (his only asset) as part of debt settlement, in which case they will be homeless.
Most of ppl arrested under #PTA are economically deprived, & marginalized. In addition to emotional stress, their imprisonment pushes families further into poverty.

2/The fact I have to first show my bona fides, as it were, by saying I was attacked by “both sides” to show I am being objective illustrates the challenge Tamils face when calling for a nuanced understanding of & means to deal with the violent past, which spills into our present.
3/ As a Tamil who knows & works with people from different social groups within the Tamil community, it is impossible not to know persons who at one time supported LTTE &/or believe in the necessity of the role played by LTTE. The support is complex & takes many forms.

S. 15(2) becomes relevant once the indictment is received by the High Court.
It makes it mandatory for the judge to remand the accused until the conclusion of the trial (note the distinction in Ahnaf's case - where no indictment was served).

They complain about vague legal definitions - esp. regarding INTENT to cause communal disharmony & say language needs amending. Also say PTA might allow 4 unlawful detention, confessions thru #torture + concerned about who can arrest and if law can be retrospectively applied.
Also that official recognised places of detention need to be used with proper registers & families informed.
