1/ Call me a bitter clinger. But the CA election results just don't feel 'right' to me. So I poked around the Election Law Code and discovered that less than two months ago, 9/17/2018 a revision to the election code was passed by the Dems in charge of our State.
2/ The Election Code Division 3 Vote by Mail Voting Chapter 1:3019 was passed on Sept. 17, 2018 in time to be implemented for yesterday's election.
In it there is provision for NOT PROCESSING a returned ballot if the signatures on the ballot don't match the registration.

3/ I'll add details to this as I can but in a nutshell CA Election Law gives a means to set aside a ballot until the signatures are confirmed.
The law says that notice to the voter must happen before 8 days prior to the election is certified and the voter then has confirm signin
