📉 La baisse des émissions et TROP lente et insuffisante pour attendre la neutralité carbone. Elles n'ont baissé que de 0,9%, loin de 3% attendus en 2025. Les 4 grand secteurs ont raté leurs objectifs de baisse. (2/11)
