Philip Lacovara tells @maddow that "exactly how much should be excluded or redacted as Grand Jury material is up to the discretion of the person who is weilding the scapel, because the rule only prohibits disclosure of matters occurring before the grand jury. 1/
That could be viewed properly as limited just to quotations of testimony, for example. It doesn't necessarily require redacting characterizations of evidence that happen to be derived from the information that was developed during the Grand Jury proceeding. 2/

I would also argue that declaring yourself “completely and totally exonerated” by a report that did not exonerate you and you won’t let the public see, and waging a propaganda campaign in conservative media along with calls to “investigate the other side” constitutes obstruction.

The square bracket might be the most consequential #punctuation mark in US history. #Barr's [T] shows he OMITTED the opening portion of this KEY #Mueller sentence in his summary. Something came before "[T]he investigation did not establish..." #ReleaseTheFullMuellerReport thread
Why did #Barr shorten the most exculpatory quotation in his summary? It's not as if he had a tight word count. If #Mueller completely cleared Trump & others, why not include the full sentence?
And why did #Barr the quote the sentence in such a way that he needed to show he'd changed a lower-case to upper-case T? He could've written: The report states that "the investigation ... " and avoided the fussy [T].

1. The Mueller probe was never going to solve the problem our nation faces. Even if the high bar of criminal conspiracy beyond a reasonable doubt could've been met, the DOJ was never going to indict a sitting president. And William Barr was never going to concede obstruction.
2. No, Mueller tossed the mess right back where it inevitably belonged - with Congress and the American people. Barr must #ReleaseTheFullMuellerReport so we can tend to the task before us. The standards for the office of POTUS are greater than mere criminality.
3. Nixon didn't break into the Watergate hotel. He lied and covered up. Clinton's affair wasn't a criminal act. Lying about it was. Trump and his campaign knew about Russian interference. They were approached over and over - but reported nothing and consistently lied when asked.

Shocker: Bill Barr—appointed AG after giving Trump a 19-page memo saying Trump didn't obstruct justice—just exonerated Trump of obstruction of justice. Mueller specifically said "this report does not conclude that the President committed a crime, it also does not exonerate him"
Mueller couldn't establish corrupt intent for obstruction of justice b/c Trump refused to talk w/ investigators. W/o putting Trump under oath, Barr exonerates him. Barr was put in charge of DOJ to salvage the GOP—even if it meant letting Trump get away with everything. Shameful.
.@JeffreyToobin points out the impropriety of AG Barr concluding no obstruction of justice when the whole point of appointing a special counsel was b/c Trump’s political appointees—like AG—have an inherent conflict of interest. And now we see, AG Barr is indeed Trump’s lackey.
