There are two key-components to this definition: An Internet shutdown is always Government-imposed i.e. Internet Service Providers serving the locality in question are ordered by an agency of the Government to cut-off Internet services to that area.

An Internet shutdown always imposes a blanket ban on Internet access, where access to the Internet as a whole is disabled, and not a surgical ban, where access to particular content/services is disabled leaving access to other content/services unaffected.

On 11th May 2020, the Supreme Court had ordered that a special committee has to be formed comprising of The Home Secretary to the GoI, The Communications secretary and the Principal Secretary to the Union Territory of J&K to look into restoring 4G internet connection in the UT.
J&K had faced unprecedented communication blackout since August 4th, 2019. 2G internet speed was restored in the valley only after 213 days. During this time, the COVID-19 pandemic hit-making it essential for the region to have 4G internet speed.
