2022 brought new wars and the continuation of old ones. But it also brought some real advances in the protection of civilian rights. Here are ten of the most important, many of which involved efforts from @CeasefireCentre over the last 3 years:

1. For decades the poor cousin of criminal prosecutions, #reparations awards took centre stage in 2022, incl. a ground-breaking #ICJ judgment in Feb ordering Uganda to pay $325m for armed activities and mass violations on territory of #DRCongo

2. While the intl community has largely failed to deliver justice to the victims of #ISIS – incl. the #Yazidis – Iraq launched in the Autumn a holistic reparations scheme for Yazidi, Christian, Turkmen and Shabak survivors under the new Yazidi Survivors Law

🪡@DominicRaab why have you brought the "Bill of rights Bill" #rightsremovalact back?
It was debated 2 weeks ago & strong evidence was given that this bill is not fit for purpose & shouldn't be reinstated. The majority of the MPs that took part in the debate raised concerns.
231k people signed the petition

MPs inputs were as follows
@MargaretFerrier stated
"The Scottish Government have been clear that they oppose this legislation and would invite Holyrood to oppose it too. That means that if the UK Government pushed ahead, they would be showing a disregard for devolution."

The UK Government has shelved the #RightsRemovalBill and we hope it does not return. The Bill seeks to alter the #HumanRightsAct in such a way that ordinary people would lose the power to challenge discrimination perpetrated by the state. humanists.uk/2022/09/07/gov…
The #HumanRightsAct gives everyone the power to take legal action against the police (demonstrated by the victims of the rapist John Worboys). The #RightsRemovalBill diminishes this power, & with it, the ability to effectively hold the police to account. theguardian.com/commentisfree/…
The HRA also allows for 'religion' to be interpreted as 'religion or belief.' The non-religious (52% of UK population) can & do challenge discrimination on this basis. The #RightsRemovalBill strips this power of interpretation away, and with it our rights. bihr.org.uk/blog/why-our-h…

The #RightsRemovalBill according to the press has today been “shelved”.

🧵 on why it was not inevitable and why I am not feeling relief.

Note* despite my lifelong commitment to cynicism,
the thread does end with some hope.

Here’s what happened over the last 3 years ⬇️
2🧵Nov 2019 - Conservative Party repeat manifesto commitment to “update” our #HRA.

7 Dec 2020 - Ind HRA Review commissioned by Govt.

✏️ Civil society in their thousands spend months responding & supporting others to respond to protect our Human Rights Act.
3🧵Oct 2021 - IHRAR report to Govt largely saying the HRA works well.

Relief?

14 Dec 2021- Govt ignore IHRAR and publish a Consultation Paper on a new ‘Bill of Rights’ which weakens protections for people and limits accountability of the state

BREAKING

The Government has reportedly shelved the #RightsRemovalBill 🎉🎉

An incredible victory a graphic that reads "BREAKING" in large white let
Hearing from multiple sources that the Gov's so-called bill of rights, the #RightsRemovableBill that would strip people of their rights and freedoms has been postponed.

MPs were meant to vote on it for the first time on Monday 12 September.

Not anymore
The #RightsRemovalBill - a hangover from the Johnson era - has faced sustained attack from a broad coalition of campaigners, social justice advocates, charities, NGOs, and crucially the public.

This is an incredible victory for rights and freedoms in the UK

2/13: "Truss has a track record of voting against human rights progression in the UK and as prime minister will make policy decisions that will radically change rights protections. The first targets? A new #BillOfRights and the European Convention on Human Rights (#ECHR)."
3/13: "One of Truss's most controversial votes has been against retaining the EU Charter of Fundamental Rights as part of UK law following #Brexit. She remains a member of the Conservative government which proposes to repeal the #HumanRightsAct (#HRA)."

The #HumanRightsAct gives everyone the power to take legal action against the police (demonstrated by the victims of the rapist John Worboys). The #RightsRemovalBill diminishes this power, & with it, the ability to effectively hold the police to account.
theguardian.com/commentisfree/…
Justice secretary Dominic Raab said: 'It is important that the police (and public authorities generally) are able to exercise their professional judgment in operational decision-making and the allocation of resources.'
'Licensing or promoting litigation against the police and other public services is not an effective means of ensuring accountability, but instead skews public attention, priorities and resources – decisions which should be taken by elected governments and MPs, not the courts.'

The #RightsRemovalBill gets its 2nd reading on Monday the 12th of September.
This reduces our rights & allows the government to over rule the courts.
Please write to your MP to vote against it.

A question?
Given the government won't debate the the Human Rights Act petition before the 2nd reading of the #rightsremovalbill.
Should there be a protest outside parliament on Monday 12th September?
Btw I'm not looking to organise, I wouldn't know how.

Don't look now @RishiSunak & @trussliz - some more truths just in:

The #RightsRemovalBill will let the Government decide who does and doesn't get rights and will take rights away from migrants.

But the public says... 77% say everyone in the UK ...
@RishiSunak @trussliz The Human Rights Act forces public authorities - like Gov and police - to respect your rights.

This duty forced the second inquest into the Hillsborough disaster that finally got to the truth.

The #RightsRemovalBill will let public bodies ignore your rights.

The public says... 77% say public authorities ...
The Human Rights Act empowers you to challenge abuse of your rights in British courts.

The #RightsRemovalBill makes it much harder to get your case off the ground, hiding those in power from accountability for their actions.

The public says... 76% say people must be able...

While @RishiSunak’s proposals to refer people who “vilify Britain” to PREVENT are horrifying, they are not surprising.

Let’s explore some of the troubling aspects of the proposals.

A 🧵…

(Prepare for a long one)

1/
2/ @RishiSunak wants to expand the definition of extremism to include those with an “extreme hatred of Britain”. However…
3/ the definition of extremism is already exceptionally broad and has been repeatedly criticised for being too wide, confusing, and subjective.

The proposed Human Rights Act reforms must be withdrawn. The Government must not make any changes to the Human Rights Act, especially ones that dilute people's human rights in any circumstances, make the Government less accountable, or reduce people's ability to make HR claims.
The Human Rights Act as it exists currently protects all of us. We lose it at our peril. It is an essential law that allows us to challenge public authorities when they get it wrong and has helped secure justice on issues from the right to life to the right to free speech.

Thinking on #PolicingAct & chilling effect on democratic right to protest. Here’s a 🧵 of some MFJ demos/marches only from past 2yrs - we never asked ‘permission’, we never informed police. Now we could be prosecuted. This one is recently at Colnbrook detention centre (1/20)
Here we marched from brixton to Home Office via Serco & G4S offices -- it was a powerful, vibrant, important march led by asylum seekers, refugees & undocumented many who came to UK on promise of freedom, democracy/equality. #PolicingAct makes mockery of those principles (2/20)
Here outside the Rwandan High Commission protesting inhuman Refugee Trafficking deal. This was after passage of #PolicingAct . How many people will think twice before organising such a protest because of this Act? We can’t let them make us afraid, we must keep fighting! (3/20)

We have the #RightsRemovalBill. It’s worse than I feared. Here are top lines from first read:
S(1) repeals obligation on courts to read legislation in a way that is compatible with human rights & attempts to take away judicial role in deciding balance of rights
S3 rejects the European Court of Human Rights’ authority as final arbiter of human rights & requires that UK courts do not adopt definitions of rights that go broader than the European Court
S4 protects free speech giving it “great weight” in some circs but removing the ability to rely on free speech when arguing a criminal offence breaches human rights (eg a protest offence), when challenging deportation or when dealing with national security issue

The Government's plan to scrap the #HumanRightsAct and replace it with the #RightsRemovalBill is an unthinkable attack on each one of our rights to be treated fairly & with dignity and respect. 🧵
On #WindrushDay, it is an attack on Vernon Vanriel and Eunice Tumi. Vernon travelled to Jamaica and was denied re-entry into the UK, facing destitution as a result. Arguing that their human rights were breached, they were subsequently granted citizenship.
theguardian.com/uk-news/2021/d…
It is an attack on people like Mr. and Mrs. Driscoll, whose council allocated Mr. Driscoll a spot in a care home, but not Mrs. Driscoll. They made arguments on the basis of their right to family life, and were eventually placed together in the same home.

This #RightsRemovalBill is as bad as we feared. It is a power grab from a Government who want to avoid scrutiny for cruel and racist policies 🧵
This must be seen alongside the Borders Bill, Policing Bill and Elections Bill.

Combined, ethnic minority people in the UK are facing the most significant threat to their civil rights in recent memory. ft.com/content/a63e82…
This #RightsRemovalBill would limit our ability to challenge things like Voter ID, revoking citizenship for those with ties elsewhere, or deporting refugees to Rwanda against the public will.

Umm. Hasn't anyone at @MoJGovUK told @DominicRaab that a "Bill of Rights Bill" won't enter the statute books as a #BillOfRights (if passed) but only as a Bill of Rights *Act*?

🤦‍♂️🤦‍♂️🤦‍♂️
We still have to wait for the Bill to be published, of course - but the petty press release:

gov.uk/government/new…

makes it clear this isn't a #BillOfRights; it's not even a #BillOfGoods - it's a Bill of #Bads and #Wrongs that starts off poorly, and then gets even worse...
Even as it characterises #HumanRights claims as "trivial", the Government reveals its fatuity; the example it gives 👇 refers to a ruling that simply required the UK Courts to see through *their own process*!

Just how "trivial" does this Government consider #DueProcess to be?? Confirm that interim measures from the European Court of Hum
