Procrastinators like to put the responsibility of NEXT onto someone else. They're always waiting for a response to an email, an answer to a tiny question they asked last week, the arrival of something they ordered, when light comes back or internet stable, when someone arrives...
Every reason not to do the task at hand makes sense to them. They shut their move down and convince themselves that their NEXT depends on what the other person hasn't done. A day passes, then a week and then a year, and maybe two.
They won't acknowledge that they can influence the response and make themselves priority on that other person's list, by communicating their urgency and earnestness properly and by making sure they've made it easier for the other person to respond quickly and easily.
