In 5 anni la disoccupazione era passata dal 5 all'8%, creando una nuova categoria di poveri. Pensato come dispositivo #temporaneo per l'inserimento professionale di quei disoccupati che non avevano più diritto al sussidio, è poi diventato perenne.
Si stimava che il numero di RMIsti non avrebbe superato i 350k. 3 mesi dopo la sua entrata in vigore si contavano già 200k beneficiari e 5 anni più tardi 900k. Non solo famiglie, ma anche uomini soli, che avevano lavorato troppo poco per ricevere l'assegno di disoccupazione
