Big day at #txlege today. Hearing in Senate B&C focused on fixing the grid, proposed ERCOT market changes and in Sen Natural Resources on economic development programs (incl. for energy) and implementation of a bill that bans state investment in sustainable investors #txlege 1/🧵

But that figure may be higher. A 2014 CA law aimed to overhaul the oil & gas industry’s water-use reporting to keep tabs on excessive use. But as @paldhous' analysis found [code here bit.ly/3QVDJkj], the data is too error-strewn to do what the law intended. 2/7
Problems revealed by ICN reinforce earlier complaints about CA regulators’ data. A @CCSTorg report gave “pages upon pages” of recommendations to better serve the intent of the law, said lead author @DrLFeinsten. “I don’t think they’ve done a single one.” 3/7

King wants to know if #txlege will be able to weigh in before the LSEO is implemented. The design of the LSEO is being done by E3 to "independently" analyze the proposal even though they proposed it for a big generator (NRG) last year.

Staff filed a memo to implement #SB1281 on #transmission in #ERCOT. Commissioner Cobos says its important to alleviate congestion "Today's economic problem is tomorrow's reliability problem." We need to get these projects going.

The ERCOT letter to the PUC has a timeline & costs (the last page of the filing), and provides some clear guidance about what's possible (e.g., they can't do everything in the PUC memo). I'll provide some updates throughout the meeting.

Tmrw at 9:30 the Electricity Supply Chain Mapping Cmte meets in public for the 1st time. Gas infrastructure on the map will have to weatherize; the rest won't, per SB3. This important report isn't due till Sept but will likely be done by April. 3/3 #txlege

@TNMP had 2 gas facilities registered as critical infrastructure before the storm. Now has 177. This really is stunning. They're a small player but have a significant Permian footprint.
