Finally, the #GoldacreReview is published! (During Parliamentary Easter holidays, mid-ping-pong on the #HealthAndCareBill...)

It's 221 pages - each PDF page is a double page spread - so this could be a lo-o-o-ong [Thread].

Here goes...
First point to note, in the Terms of Reference (p5), is that this is about "access to #NHSdata by #researchers, #commissioners, and #innovators" - i.e. #Planning and #CommercialReUse - so it is directly relevant to the operation of millions of people's #NationalDataOptOuts... Terms of reference for the review 1. How do we facilitate a
"185 wide-ranging recommendations for us to explore", says @sajidjavid (p6). Gulp! Time for some coffee...

"systems that ensure #underrepresented groups are well represented" may (partly) refer to this "landmark review", which got off to a slow start:… The far-reaching independent review into potential ethnic bi

🧵Gov's plans, subject to consultation, to end #vaccination as condition of deployment in #health & #socialcare will involve revoking 2 #StatutoryInstruments (SIs) that highlighted shortcomings in #scrutiny & gov provision of evidence for its decisions. /1…
The 1st SI - Health and Social Care Act 2008 (Regulated Activities) (Amendment) (Coronavirus) Regs 2021 – made Covid vaccination in effect mandatory for all those undertaking work activities in regulated care homes & has been in force since 11 Nov 2021. /2…
This SI was subject to damning Secondary Legislation Scrutiny Committee (SLSC) report for poor supporting docs & missing Impact Assessment. MPs like @Mark_J_Harper called asking MPs to OK it w/o such info an "abuse of the House" & in only 90-min SI debate "frankly offensive". /3

JUST PUBLISHED: The 'Covid pass' Regulations expected to be debated by #HouseofCommons tomorrow (Tues 14/12) #Covid #Omicron #StatutoryInstruments #delegatedlegislation #Regulations #Parliament #scrutiny 1/…
& here are the new 'self-isolation' Regulations exempting close contacts of Omicron cases from the requirement to self-isolate, providing they are fully vaccinated, under 18, in a clinical trial or medically exempt 2/…
So, the 3 sets of Regs we expected, to implement 'Plan B', are now published - 1 day before #HouseofCommons is expected to debate them all. This leaves little time for proper scrutiny. Read our briefing about the Regs & how the debate might be organised.…

re: #care cap in #HealthAndCareBill, procedural point is that gov is trying to make significant unforced policy change by introducing an am. to its own Bill *at report stage* i.e. *after* committee stage, when detailed #scrutiny is - in #HouseofCommons - supposed to happen. 1/6
#HealthAndCareBill committee stage finished 2/11, but gov only introduced its amendment 18/11. Gov may point, rightly, to fact that report stage is now 2 days (original plan was only 1). But this is no substitute for committee stage, when a committee can take expert evidence. 2/6
In these circs, when new policy is added at this stage, MPs ought to have the option of getting a Bill re-committed to the Public Bill Committee so the new content can be scrutinised in detail - Andrew Dilnot can give his evidence to MPs instead of/as well as @BBCr4today. 3/6

There seemed to be some confusion about (the use of) words in @CommonsHealth Committee yesterday morning, so here's a [Thread] to try to clarify.

First "#commercial". It is of course the case that many parts of the #NHS use commercial providers, e.g. of software, whether that... @Microsoft365 for word processing, spreadsheets & e-mail; or IT systems to handle patients' records in hospitals (e.g. @CernerUK) & General Practice (e.g. @TPP_SystmOne, @EMISHealth, @CegedimHS); or software to drive complicated equipment like #MRIscanners, etc.

This is...
..entirely normal use of #commercial software & software services, for which the #NHS body is the #DataController. Apart from when that software goes wrong, I don't believe many would have concerns about this.

Then there are #commercial providers of #NHS services, about which...

#IICSA #CofE - from a heavy heart & troubled mind, some unfinished thoughts on #risk, #leadership, #abuse & #church.
1. "I am sending you out as lambs among as wise as serpents & as innocent as doves." Too many in #church manage the doves part - high above, unable to imagine such horrible things could be or that X could possibly be guilty. Ignorance is not holiness.
2. Holiness is more knowing, more robust, more active than that - it is the balance of the #dove & the #serpent.
Serpents crawl on the ground, taste the air, sense vibrations, they know when all is not well. If our leaders are truly humble this is the space they will occupy.

#CroydonCrash #CoverUp @MayorofLondon @ValShawcross @Heidi_LDN: Kindly note 23May18 @TfL Board Minutes don't properly reflect what @MLiebreich actually said ICYMI "3 Times on 3 Separate Occasions IA 17780 had been sent to @raibgovuk @railandroad @BTP"
Regrettably, narrative City Hall & TfL PUSHING since I exposed #CoverUp January 2018… isn't supported by any FACTS.… @CarolinePidgeon @KeithPrinceAM #CroydonCrash 7 People DIED, 62 Injured. #ShineALight NOW HT>@christianwolmar @V0LDN
In May18, I formally asked @LondonAssembly #AssemblyTransport to call City Hall & TfL Officials in for Formal Questioning… Why wasn't IA 17780 sent to #CroydonCrash Investigators, Regulators & Police when it'd been sitting in Top Managers' hands for months?

and report it to John Trayner MD @TheGoAheadGroup London cc'ing TfL's Bus Bosses, @willnorman @CarolineRussell (of @LondonAssembly) @StopKillingCycl & me. The only way to ensure TfL & CityHall don't just #CoverUp for TfL Contractors' #SafetyFail is to shine a light on it.
In my experience, it's clear that TfL => Trade Association set up to protect its Bus & Tram Contractors instead of regulating their Safety Performance. Read @CarolinePidgeon's & @KeithPrinceAM's MQTs sometime & you'll see how far City Hall & TfL go to protect them from #Scrutiny
