This SI was subject to damning Secondary Legislation Scrutiny Committee (SLSC) report for poor supporting docs & missing Impact Assessment. MPs like @Mark_J_Harper called asking MPs to OK it w/o such info an "abuse of the House" & in only 90-min SI debate "frankly offensive". /3

re: #care cap in #HealthAndCareBill, procedural point is that gov is trying to make significant unforced policy change by introducing an am. to its own Bill *at report stage* i.e. *after* committee stage, when detailed #scrutiny is - in #HouseofCommons - supposed to happen. 1/6
#HealthAndCareBill committee stage finished 2/11, but gov only introduced its amendment 18/11. Gov may point, rightly, to fact that report stage is now 2 days (original plan was only 1). But this is no substitute for committee stage, when a committee can take expert evidence. 2/6
In these circs, when new policy is added at this stage, MPs ought to have the option of getting a Bill re-committed to the Public Bill Committee so the new content can be scrutinised in detail - Andrew Dilnot can give his evidence to MPs instead of/as well as @BBCr4today. 3/6

There seemed to be some confusion about (the use of) words in @CommonsHealth Committee yesterday morning, so here's a [Thread] to try to clarify.

First "#commercial". It is of course the case that many parts of the #NHS use commercial providers, e.g. of software, whether that...
...is @Microsoft365 for word processing, spreadsheets & e-mail; or IT systems to handle patients' records in hospitals (e.g. @CernerUK) & General Practice (e.g. @TPP_SystmOne, @EMISHealth, @CegedimHS); or software to drive complicated equipment like #MRIscanners, etc.

This is...
..entirely normal use of #commercial software & software services, for which the #NHS body is the #DataController. Apart from when that software goes wrong, I don't believe many would have concerns about this.

#IICSA #CofE - from a heavy heart & troubled mind, some unfinished thoughts on #risk, #leadership, #abuse & #church.
1. "I am sending you out as lambs among wolves...be as wise as serpents & as innocent as doves." Too many in #church manage the doves part - high above, unable to imagine such horrible things could be or that X could possibly be guilty. Ignorance is not holiness.
2. Holiness is more knowing, more robust, more active than that - it is the balance of the #dove & the #serpent.
Serpents crawl on the ground, taste the air, sense vibrations, they know when all is not well. If our leaders are truly humble this is the space they will occupy.

and report it to John Trayner MD @TheGoAheadGroup London cc'ing TfL's Bus Bosses, @willnorman @CarolineRussell (of @LondonAssembly) @StopKillingCycl & me. The only way to ensure TfL & CityHall don't just #CoverUp for TfL Contractors' #SafetyFail is to shine a light on it.
In my experience, it's clear that TfL => Trade Association set up to protect its Bus & Tram Contractors instead of regulating their Safety Performance. Read @CarolinePidgeon's & @KeithPrinceAM's MQTs sometime & you'll see how far City Hall & TfL go to protect them from #Scrutiny
