The question I've been getting after yesterday is "how do we tax Internet companies if they are not registered here?"

Let me re-iterate that taxing Internet companies is a good idea. In fact, even before this whole #SocialMediaTax discussion, I was wondering why African countries and Uganda, in particular, do not get revenue from them.
The problem with Uganda is that "getting money from Internet companies" has been confused with taxing users.

Blocking VPNs is a 'Tom & Jerry' game, VPNs were blocked in China but it's citizens have been using them within China for over 8 years now.

A 3rd world country that can't even manufacture a router wants to beat one of the best countries in tech to blocking VPNs #SocialMediaTax
Many companies use VPNs [remote&site-to-site] with ISPs providing links for connection, If they're to block, it would require them to block the protocols used by VPNs or provide/register VPNs used by clients in securing data over the internet. I doubt they can block all protocols
You can be successful at blocking VPN apps that use common protocols like PPTP, It will become a hard paper to block those that operate based on custom security protocols. China has been trying, VPN developers ain't sleeping. Uganda can't be a big challenger than China for now.
