How can we talk about governance & internet access where #InternetShutdowns are being used as a tool for genocide?

This year’s @intgovforum is taking place in Ethiopia, a country that continues to weaponize internet shutdowns against the people in #Tigray 🧵 #IGF2022 Protesters hold Tigrayan flags and signs, with a bigger one
For years, the Ethiopian government has relied on its dominance as a telecom & internet provider to cut groups out of the web, and hide war crimes and #HumanRights violations.
Since 2020, it has engineered the longest continuous internet shutdown in the world, keeping Tigrayans isolated in the middle of a war that has cost their livelihood and lives. #KeepItOn

#TigrayCantWait⚡️ Meet the Guy Who Stormed the Track After the Women’s 5,000 at the 2022 Worlds

- Seconds after Ethiopia’s Gudaf Tsegay won her first global outdoor title in the 5,000 meters at the 2022 World Athletics Championships at Hayward Field,…
… a bearded man in dark blue shorts and a white patterned shirt unbuttoned below his chest ran onto the track, lifted up Tsegay and fellow Ethiopian fifth-placer Letesenbet Gidey and, after a brief chase, was apprehended by security and led away from the track.
It was a bizarre moment if you haven’t been following what’s been going on in Ethiopia for the last year and a half. If you have, you may have noticed the red-and-yellow flag the track invader carried with him as the flag of the Tigray region of Ethiopia,

Summary: Everyone is shocked.
@antonioguterres, the US, Ireland, et al, are shocked about the obstruction of life-saving humanitarian aid during a famine.

Ethiopia, Russia, et al, are shocked that this is a matter of concern to anyone outside of Ethiopia.
2/Please let this conclude the phase of the international response to #TigrayGenocide where everyone talks about their feelings.

I'm attacking the diplomats, I know that they are only messengers. But the time to talk is over, now its time to #StopTigrayGenocide.
3/All of the positions expressed are entrenched. Russia and China are pretty wedded to their definition of sovereignty and Ethiopia gave absolutely no signal that they will allow food, fuel, and meds to Tigray.

#TigrayCantWait for these positions to change, people are dying.

Yohannes is absolutely right. #UNSC Res. 2417 (2018) very clearly applies to the current #TigrayFamine.

If all of the meetings and statements are necessary, we cannot let Tigrayans starve to death while elites get their act together.

2/It is understandable that the UN needs time to build consensus, debate, or investigate. But they waited too long to start.

Now #TigrayCantWait, unless a humanitarian pipeline is secured. Drastic, temporary measures must be taken if diplomacy needs time to work.
3/The 5.2M+ who are impacted by the #TigrayFamine and need aid have hard deadlines for:
🗓️When they starve to death
🗓️When their children develop lifelong health issues
🗓️When they lose the milk to nurse their babies

Sustained access to food is the only way to buy time.

New campaign: #TigrayCantWait

Amidst the communication blackout + genocidal man-made famine, we are calling for:

- Public services to resume
- An end to the mass arrests of Tigrayans across Ethiopia
- Humanitarian aid to be delivered via an air bridge

Tigray is currently under siege.

Following the military defeat of the Ethiopian National Defense Forces, the Ethiopian federal government is working with Amhara and Eritrean forces to continue waging genocide on Tigrayan civilians in Tigray and across Ethiopia. #TigrayCantWait
Tigrayans in Ethiopia continue to lose their jobs, have their homes raided + face harassment due to their ethnicity.

In areas of Tigray not controlled by TDF, Tigrayans continue to be rounded up + moved to concentration camps in undisclosed locations, or to be massacred.

1.4M+ children in Tigray have not been to school for over a year as Ethiopian, Eritrean, and Amhara forces have used educational institutions as a base for military operations.

These forces have also looted books, computers + other resources and destroyed these institutions. Image
Educational institutions are considered “soft targets” since they are easy to attack and there is the potential for forces to inflict mass casualties.

Targeting children by destroying educational institutions thereby destroys the hope, ambitions + future of an entire community. Image
Almost 5,000 Tigrayan children have been separated from their parents and are facing challenges in obtaining basic needs such as food, sanitation, shelter, and education.

The Ministry of Education estimates that up to 25% of schools in the region are damaged. Image

On VAW and rape in #Tigray:

A thread on how and why rape rises during conflict.

We have endless examples of the impact of conflict on women and girls, & marginalized groups. It is already known that women and girls are at risk of violence and discrimination even during “peace” time. 1/18

When VAW occurs women that have nowhere to go, no access to justice or protection from community are the most at risk. And that is often the majority of women. But some structures attempt to protect women at least from the most obvious attacks. 2/18

On the humanitarian Situation in TIGRAY. What we know so far, why the Fed government is impeding access and what needs to be done.

A thread —

#StopWarOnTigray
#TigrayCantWait
Ever since the Abiy Ahmed led government declared war in Tigray on Nov 3 - precious human lives have been lost, Tigray terrorized and infrastructure looted and destroyed. The impact has been devastating.

The humanitarian crisis in tigray has been discussed by many outside of Ethiopia but the federal government has remained silent and actively obstructed access. Starving the very people it claimed to be “saving” through this cruel war.
