Much of the focus at #transformURE is on improving the quality of research use in policy and practice. But I'm not sure if we've yet discussed, let alone agreed on, what 'good' use of evidence (and therefore what 'bad' use) look like. (1/3)
Are we assuming that, using Weiss's typology, 'enlightenment' and 'instrumental' uses of research are good, and 'political' or tactical uses are bad? #transformure (2/3)
This may be so, and it may make sense, but I think it's worth surfacing, making explicit, and questioning. It's perhaps notable that Weiss (1979) herself saw 'political' use of research as one of the most effective forms (if impact is our yardstick). #transformure (3/3) Image

Interesting and challenging session on conceptualising good research use at #transformure. Thread of key insights to follow. Image
First, @VivianT88 asks: how (if at all) would a normative model of good research use look different from a model of good policymaking or good decision-making?

(Perhaps in how it frames the relationship with other, 'non-evidence', considerations?) #transformure
Next, @oliver_kathryn offers 3 metaphors for evidence use. Ultimately the endpoint is process not product; we must recognise the role of those employed to synthesise sources of evidence & seek to support them in making connections and making sense, not trump them. #transformure

.@AnnetteBoaz and @oliver_kathryn introduce #transformure: UK not as good as we think we are at evidence-informed policy; lots of current research, policy and practice interest; need to think beyond barriers and facilitators to evidence use. Image
Huw Davies tracks the history of evidence-informed policy in the UK from 'what counts is what works' forward. A field that has initiated interesting debate, but (ironically) tended through time towards introspection? #transformure Image
A plug from Huw for forthcoming update to the classic 'What works?' - to be released by Policy Press early 2019. A critical but supportive reflection on how evidence can inform policy, inc chapter by me & @OliWilliamsPhD on evidence-informed public service delivery. #transformure Image
