The annual pothole news cycle is upon us, so lets take a deep dive into the history of news coverage in Winnipeg about these road surface depressions #mbpoli #wpgpoli 1/
I looked back to the 1900s, and turns out the "pothole" as we know it today didn't really enter the Winnipeg psyche until about the late 1930s. Reference to "potholes" in newspapers prior to WW2 tended to refer to discussions about the draining of "potholes" by farmers /2
Here are my two theories to explain this:
(1) The cult of automobile ownership and car ownership levels were still relatively low compared to today;
(2) I'm going to assume that many roads outside of the urban downtown were not paved with concrete yet (e.g. Charleswood) 3/

Mayoral stuff is… ugh. Looking at @ShaunLoney platform, specifically reducing police spending by having them pay non-profits for the value of workload reduction. My questions is… how?! Council can’t dictate what WPS spend their $ on, just how much they have. 1/
As @bkives and @WpgPoliceHarm have pointed out. This sounds like the potential to overload already overloaded orgs. This, to me, fundamentally doesn’t do anything to deal with the root issues of policing. @ShaunLoney why this? 2/
It seems like a play to not seem too left to those on the right who are against any police reform/defunding. It also seems cons’esque in the style of offloading public services to outside orgs, in this case non-profits.

There are two actionable components to the motion.

The first: “Be it resolved that the City of Winnipeg Council expects immediate compliance with all applicable laws; including those related to traffic and noise bylaws.”
Under normal circumstances, this is what would be known informally as a symbolic motion.

Council often passes resolutions about things its members consider a public good - say, the worldwide peace efforts - without expecting the motion to have an effect …

Right now at city council’s finance committee, some of the councillors are balking at a Winnipeg Police Service request for more money to cover off the budget for 2021. #wpgpoli
This happened in part because the city - with a push from Mayor Bowman - gambled and lost on an effort to reduce the payments into the police pension.
The city has no option but to say yes.

Coun. Rollins wants to see other options but the chief says there are not any.
